Consultant - Flood Contingency Planning Development

Background:

Mercy Corps Indonesia (MCI) is a local Indonesian non-profit organization, which will implement humanitarian, and development assistance programs throughout the country. MCI mission is to empower people in Indonesia to become healthy, productive, and resilient communities. Resilience means an ability to recover form or adjust easily to misfortune or change. Managing Risks through Economic Development (M-RED Indonesia) is a program that aims to build disaster-ready communities by strengthening the capacity of vulnerable groups to minimize the impacts of natural hazards and climate-related shocks and stresses through multi-stakeholder partnerships with the government, the private sector, and civil society. M-RED Indonesia operates primarily in Sigi in Central Sulawesi to elaborate programming in the so-called Disaster Risk Reduction “DRR-Livelihoods Nexus” by developing and implementing Disaster Risk Reduction activities that simultaneously promote local economic development and generate income. In close collaboration with the Provincial and District Disaster Management Agency (BPBD) the program works with vulnerable smallholder farmers in two sub-districts, namely Dolo Selatan and Kulawi in Sigi district to promote livelihood interventions that are more resilient against floods, landslides, droughts, soil erosion and the effects of climate change.

Purpose:

To develop participatory flood contingency plans in the villages and several kampongs in the MRED project working area. Several village have the documents developed, though have to review and updated, and for  kampong have to developed  specifically on flood risks.

Responsibility :

The Consultant will:

  • Facilitating the community to develop flood contingency plans at the village and kampong levels together with Penabulu (MRED’s Partner) field officers as co-facilitators and MRED DRR team will support as needed.
  • Conduct socialization of pre and post of the flood contingency plans development at the sub-District Level.
  • Develop documents flood contingency plans at the village and kampong levels.
  • Submit the report one week after the activity finished.

Output :

The Consultant will develop :

  1. Flood contingency plan documents at seven (7) villages; such as Toro, Salua, Namo (Kulawi sub-Districts) , Bangga, Pulu, Poi and Balongga (Dolo Selatan sub-Districts), which include: Scenarios of events, Impact scenarios, Goals and strategies, Emergency response command structure, Needs, availability and gaps, Evacuation routes and evacuation route maps, Meeting point / temporary evacuation site, Identification of sister villages
  2. Update of the flood contingency plan documents in three (3) villages; Mataue (Kulawi sub-District), Sambo and Walatana (Dolo Selatan sub-Districts).
  3. Flood contingency plan documents at the kampongs (dusun) with flood disaster risk; following : Toro Village at Dusun 4 and 6; Mataue Village at Dusun 1 and 2; Namo Village at Dusun 3 and 4; Salua Village at Dusun 1, 2 and 3; Bangga Village at Dusun 1 and 2; Walatana Village Dusun 1 and 2; Pulu Village at Dusun 3; Poi Village at Dusun 1, 2 and 3; Balongga Village at Dusun 1 and 2; Sambo Village Dusun 1, 2, 3 and 4, Which include: Scenarios of events Impact scenarios Needs, availability and gaps, Evacuation routes and evacuation route maps, Focal point / temporary evacuation site.

 

Qualification:

  • Have experience as a facilitator for at least 3 years;
  • Experienced in developing flood contingency plans;
  • Experienced in developing contingency plans at the Village / Community level;
  • Experienced in facilitating the community as well as local government;
  • Having a strong ability to develop assessment and reporting documents.

Timeline

Apart from desk research and document development, the flood contingency planning activity will be carried out on 7-30 June 2021. (Schedule Details on attached).
