Senior Consultant for Enhancing the Private Sector Investment to include Strengthening Public Private Partnership (PPP) in WASH Sectors
Background:
In Indonesia, the WASH sectors are chronically under-funded and inefficient. Factors that cause this problem are a lack of financial resources, lack of good human resources allocated to manage the infrastructures, no clear technical guidance from the national government on maintenance and operations, and poor business plans from PDAM and IPLT. Most local governments have limited financial capacity to support the WASH infrastructure. Therefore, the government should develop another alternative or options to ensure WASH infrastructures work properly to increase access to safely managed drinking water and sanitation.
The Government of Indonesia (GoI) has identified engagement of the private sectors as one key mechanism to bolster the economy and infrastructure to be more responsive to the needs of the community. The PPP scheme has been successfully developed to improve infrastructure and services in other sectors such as roads, ports, hospitals, etc., but with little success in WASH infrastructures. Therefore, it is crucial to map out the potential private sector investment in WASH services chain to identify possible business models, to include strengthening the PPP mechanism to improve WASH infrastructure in Indonesia.
USAID IUWASH Pasar will support the government of Indonesia to enhance the private sector investment in the services chain of WASH sector through identifying the opportunities in various possible business models, assisting and strengthening national and/or local policies or regulations, and developing implementation plans for the local governments.
Purpose / Project Description:
The overall goal of USAID IUWASH Pasar is to catalyze and grow local markets for water, sanitation, and hygiene (WASH) products and services in Indonesia's vulnerable urban areas. To achieve the overall goal, the Project will focus on the following three main objectives:
Improve business environment to foster greater private sector contribution for WASH services and products.
Enhance viability of WASH businesses and increase availability of affordable, desirable WASH products and services to underserved market segments.
Improved key WASH behaviors for increased demand with correct and consistent use of WASH products and services.
