Field Officer (FO) - AGENT PILOT IN RURAL INDONESIA

Program Summary

The overall goal of the program is that Mercy Corps Indonesia will support a 100-agent pilot in rural Indonesia, organized by a donor “last mile money” program in partnership with corporate partners. To achieve this goal, Mercy Corps Indonesia will conduct a needs assessment of prospective agents and customers, develop and execute trainings for agents, provide in-field support to rural agents, oversee measurement & evaluation activities, and coordinate with the donor team, who will provide guidance to the pilot partners. In addition, Mercy Corps Indonesia will leverage the MicroMentor Indonesia platform to provide business mentoring and virtual learning systems to the 100 pilot agents in the program locations.

Field Officer (FO) - Bone Regency, Soppeng Regency, and Wajo Regency (Please mention the preferred location on your application)

General Position Summary

Field Officers will ensure that at least 30 to 35 agents in each regency are onboarded within three months of the pilot program. Each of them will supervise a needs assessment, baseline and endline data collection, design and implement program outreach to prospective agents and targeted cocoa farmers, identify local facilitators who will deliver training and mentoring to agents and cocoa farmers, and design the stakeholders’/ potential program partners’ outreach and engagement to onboard the potential agents and cocoa farmers.  In addition, they will collaborate closely with the project partners’ teams, including agribusiness companies and retailers/agents, farmer groups, farmer group unions, female farmer groups, agri kiosk owners, local cocoa traders (village, subdistrict, and district), government and private extension workers, cooperatives, and others. 

The position is temporary for 3 months and will be based in Bone, Soppeng, and Wajo Regencies with requires up to 70% travel to project locations (depend on local regulations on COVID-19 prevention).

Essential Job Responsibilities

  • Organize and supervise implementation of needs assessment in each regency.
  • Identify prospective agents and customers based on the project criteria, needs assessment results, and consultations with local stakeholders. 
  • Coordinate with project partners at regency, district and village levels to fulfil the deliverables agreed on.
  • Coordinate with government agencies, government and private extension workers, farmer organizations, female farmer organizations, cooperatives, and local cocoa traders in selected locations.
  • Design and implement program outreach to identify prospective agents and customers.
  • Identify local facilitators who will deliver training and mentoring to 100 agents.
  • Organize delivery of Training of Trainers (ToT) for local facilitators based on the project’s plan and guidance.
  • Organize implementation of training and mentoring for 100 agents in selected locations based on the project’s plan and guidance.
  • Collect data monitoring data based on established indicators as per the project’s plan and guidance.
  • Maintain close regular contact with the local partners to ensure quality outputs/services and trouble shoot any administrative problems.
  • Support the program coordinator to prepare regular update and final report as required by the donor.
  • Attend coordination meetings and maintain regular contact with relevant stakeholder.
  • Participate in the weekly call
  • Conduct travel to project locations to monitor quality of implementation, and adjust plans and approaches to meet the project goal.

Qualifications:

  • University degree, preferable in social sciences, economics, agriculture, rural development.
  • 3+ years’ experience working in development programs with emphasis on economic development in rural setting (experience in training and mentoring programs for cocoa farmers would be an advantage).
  • Experience working in digital financial services program in rural areas would be an advantage.
  • Experience working with the private sector, business organizations and government agencies at regency level.
  • Strong organizational skills.
  • Computers skills with strong familiarity with Microsoft Word, Excel, and PowerPoint.
  • Excellent verbal and written communication skills. 
  • English verbal and written communication skills.
  • Willingness to travel to project sites on a regular basis.
