Consultant for the development of animated videos on Standard Operating Procedures of the Flash Flood Early Warning Systems

Background

Mercy Corps Indonesia (MCI) is a local Indonesian non-profit organization, which will implement humanitarian, and development assistance programs throughout the country. MCI mission is to empower people in Indonesia to become healthy, productive, and resilient communities. Resilience means an ability to recover form or adjust easily to misfortune or change. Managing Risks through Economic Development (M-RED Indonesia) is a program that aims to build disaster-ready communities by strengthening the capacity of vulnerable groups to minimize the impacts of natural hazards and climate-related shocks and stresses through multi-stakeholder partnerships with the government, the private sector, and civil society.

M-RED Indonesia operates primarily in Palu in Central Sulawesi to elaborate programming in the so-called Disaster Risk Reduction “DRR-Livelihoods Nexus” by developing and implementing Disaster Risk Reduction activities that simultaneously promote local economic development and generate income. In close collaboration with the Provincial and District Disaster Management Agency (BPBD) the program works with vulnerable smallholder farmers in two sub-districts, namely Dolo Selatan and Kulawi in Sigi district to promote livelihood interventions that are more resilient against floods, landslides, droughts, soil erosion and the effects of climate change.

Purpose

From February to December 2021, the Mercy Corps Indonesia’s MRED project has installed an early warning system in the project assisted villages. The system that we have built consists of 3 units of Automatic Weather Stations (AW)S, one unit of Automatic Water Level Recorder (AWLR), 15 units of sirens, 10 units of monitor displays and a web-based data server. The purpose of making this Early Warning System SOP’s animated video is to provide education and information about standard operating procedures for early warning systems to the community so that they are easier to accept, understand and remember.

Responsibilities

The selected consultant is an institution or individual who works as a working team with Mercy Corps Indonesia Staff. The consultant is responsible for developing a strategic plan for the implementation of activities, implementing, and managing activities, documenting activities, monitoring activities, completing activities, and making reports on activities. Specifically, the consultant will:

Develop an animation video of the Standard Operating Procedure of the Flash Flood Early Warning system including: Develop script (together with DRR MRED team), Story board, Animation, Voice over (3 language), Sign Language, Subtitle (English and Indonesia)

Deliverables

The consultant will deliver an animation video of the flash flood early warning system standard operating procedure on a duration of approximately 3-5 minutes in  three language version (Indonesia, Kaili and Kulawi) with two languages subtitle (Indonesia and English) and sign language

Qualification

The expected qualifications of the consultant team or individual are:

  • Graduates from related science colleges.
  • Have a legal business entity/NPWP.
  • Experience in consulting services at least 3 times.
  • Have a portfolio of animated videos as expected.
  • Have knowledge and experience about community based early warning systems is preferable.

3 January 2022 – 7 February 2022
