Program / Department Summary
A major earthquake on 28 September 2018 that triggered tsunami, liquefaction, and landslide in Sulawesi, Indonesia has caused at least 2,077 casualties, 4,438 people injured, and 205,870 people to be displaced (AHA Centre Situation Update No.14, 22 October 2018). The most affected area identified by the Government of Indonesia is Donggala, Palu City, Sigi, and Parigi Moutong. In response to the disaster, a number of Government of Indonesia’s (GOI) agencies such as Bappenas (the national planning agency), Bappeda (Provincial and district planning agency), the National Disaster Management Agency (BNBP), the Geo-spatial Information Agency (BIG) and the National Weather Agency (BMKG), in conjunction with UN Agencies, Donors, and NGOs have worked closely to develop the Master Plan for Rehabilitation and Reconstruction. Mercy Corps’ Early Recovery plan will directly contribute to the strategic objectives of the government’s Master Plan to expedite the recovery process among the affected population. Mercy Corps’ main focus will be on provision of continued WASH facilities as well as agricultural recovery of the affected population.
WASH Program Assistant – Recovery Program
Under the leadership of the WASH Coordinator, The WASH program assistant will be responsible to assist WASH coordinator for ensuring communities affected by the earthquake in MCI target area is able to access safe and equal WASH (Water, Sanitation, and Hygiene Promotion) facilities and services through promotion of good hygiene practices to reduce environmental health risks. His/Her task will include providing the disaster-affected people with necessary and appropriate information that is easy to be understood by the targeted communities to prevent water and sanitation-related diseases and mobilize community involvement in the design and maintenance of the WASH facilities. *This position temporary for 3 months contract.
Essential Job Function:
Strategy & Vision
- Contribute to the development of a sectorial strategy based on a strong contextual understanding of the region and in line with Mercy Corps values, and in alignment with Mercy Corps’ vision of resilient communities Design viable strategies that are both respectful with the local culture and sensitive towards the population. Ensure inclusion of national technical staff and other key stakeholders into strategy process. Promote the development of a holistic strategy through creating linkages with other sectors’ strategies;
- Assist to oversee and coordinate implementation of field assessments and surveys including; needs assessment and baseline surveys;
- Assist to develop monthly work plan and targets and provide monthly progress against the target and work plan
Design & Planning
- Support the Mercy Corps team in identifying and contributing to the design of additional opportunities for short, medium and long-term programming;
- Integrate the use of community approaches in the design, implementation, and maintenance of projects;
- Assist to ensuring the WASH aspects of hygiene promotion and inclusive gender assessments in coordination with other thematic areas and/or other external sector agencies;
- Assist to develop realistic and quality work plans;
- Track activities, based on the work plan, on a weekly and monthly basis;
- Assist to provide monthly updates and quarterly reports to the WASH Coordinator;
- Assist to ensuring the mainstreaming of core protection principles through design and planning of sector interventions.
Implementation & Program Coordination
- Assist to supervise and monitor the implementation of hygiene promotion activities, ensuring that all activities are conducted in timely manner;
- Assist to provide Technical Assistance to community / Cadre related with hygiene promotion and community development;
- Assist to develop and monitoring of hygiene promotion activities and community development related time, quality include budget availability/allocation, monthly forecash, monthly budget and settlement, etc; and also ensuring all budget utilization are compliant with grand and Mercy Corps requirement;
- Prepare hygiene promotion activities monthly update, Quarter and final report.
Program Impact & Program Management
- Assist to design and apply a broad range of community development and engagement processes and practices to assist disaster response measures, which include but not limited to WASH facilities construction, hygiene promotion;
- Build relationships and networks with residents and community groups to encourage their participation in local activities and projects to strengthen civic participation. This includes maintaining awareness of community needs and issues;
- Contribute in conduct assessment to identify and to target priority hygiene risks and behaviors of different groups at MCI targeted areas;
- Assist to prepare, plan, implement, and monitor activities and initiatives for the education and promotion of health and hygiene while ensuring community participation approach;
- Assist to create an innovative social marketing campaign that are culturally appropriate to achieve the hygiene promotion outcomes and ensuring as many people as possible receive important information on reducing health risks;
- Contribute to the development of monitoring and evaluation tools to measure the success of the hygiene promotion approach and activities;
- Assist the local staff on the integration of hygiene promotion approach and protection principles to the program;
- Participate in the timely preparation of donor and Mercy Corps reports;
- Assist to conduct trainings and supervision for community leaders and other relevant stakeholders to implement and deliver hygiene promotion approach;
- Assist to conduct training and develop clear guidance on various hygiene promotion that are appropriate for and easily understood by the targeted communities;
- Building network and coordinate with other NGOs and organisations conducting hygiene promotion approach in the targeted area;
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in Central Sulawesi.
Monitoring, Evaluation & Reporting
- Keep accurate records of all activities and a database of IEC material distributions;
- Contribute in the development of Monitoring and Evaluation tools to measure the success of hygiene promotion approach;
- Provide quality, timely and accurate data, information, advice, and reports as required.
Qualifications:
- Minimum diploma degree or Bachelor’s Degree in Public Health, administration, or any other related disciplines;
- Have experience in implementing WASH Project especially in implementing CLTS activities/Hygiene Promotion activities;
- Strong Experience in program administrative. Familiar with MCI administrative and financial guideline is preferred;
- Able to work in a multi-culture and work effectively with and communicate well at both government and community levels;
- Excellent skills in Ms Word, MS Excel, and Powerpoint are mandatory;
- Priority will be given to the local resident.
