Technical Advisor on Development of Guidelines for Calculating Number of Deaths Caused by Disaster

Background

The Investing in Human Capital for Disaster Management – INVEST DM 2.0 is a cooperation program between the government of United States of America through United States Agency for International Development (USAID)/Bureau for Humanitarian Assistance (BHA) with the Government of Indonesia (GoI) through the National Disaster Management Agency (Badan Nasional Penanggulangan Bencana – BNPB). INVEST DM 2.0 is a multi-year program implemented by Mercy Corps with consortium partners Yayasan Mercy Corps Indonesia (YMCI) and University of Hawaii (UoH) – designed to provide a holistic approach that can support BNPB in carrying out its roles and duties to fill systems and skills gaps in priority areas, including increasing technical capacity for emergency preparedness, response, and recovery; policy and development planning; institutional governance; and organizational development.

The main objective of the INVEST DM 2.0 is to strengthen the capacity of disaster management agencies in Indonesia and resources at various administrative levels so that they are able to fulfil their mandate in providing effective and life-saving disaster management services. One of the focuses of INVEST DM 2.0 is systems strengthening to improve BNPB’s operational readiness by supporting the revision, development and testing of DRM operational guidelines and procedures.

Purpose / Project Description:

Saving as many lives as possible in the event of disaster is one of BNPB's strategic goals, which will be measured from the average number of deaths caused by the disaster events per-100,000 people. Measuring the number of mortalities from disaster is part of Indonesia’s commitment to the global community through Sendai Framework for Disaster Risk Reduction (SFDRR) as well as Sustainable Development Goals (SDGs), to reduce the fatality rate due to disaster events.

Pusdalops at BNPB this year has secured funding for a series of workshops and meetings to develop a BNPB regulation on Guidance for Calculating Number of Deaths Caused by Disaster/s. Pusdalops has prepared some substantive materials for use as the basic reference documents to develop the guidance. INVEST DM 2.0 is seeking to engage a technical consultant to support Pusdalops BNPB to develop the guidance. The consultant will be engaged to lead guidance formulation working closely with the Pusdalops.

Consultant Activities:

Under this assignment, the consultant with INVEST DM 2.0 guidance shall perform the following roles and activities:

  1. Substantial review to the existing materials from BNPB, as well as other in-country (i.e., from relevant ministerial or government agencies, think tanks, academic institutions, and practitioners in Indonesia) and international sources (e.g., Technical Guidance for Monitoring and Reporting from SFDRR, etc.,).
  2. Facilitate discussion on a series of meetings organized by Pusdalops BNPB in developing and finalizing the guidance.
  3. Draft the guidance for calculating number of deaths caused by disaster.
  4. Assist in clarifying any technical areas of concern during the legislation process.

Consultant Deliverables:

  1. Analysis document and recommendations related to the findings from the review of the existing guidelines on calculating number of deaths caused by disaster events. This includes recommendations for methodologies to be adopted into BNPB’s guidance.
  2. Final draft guidance accepted by Pusdalops BNPB for calculating number of deaths caused by disaster events.
  3. Activity completion report.

Timeframe / Schedule

The period of the performance is up to 15 days of intermittent input following the schedule decided by Pusdalops BNPB, ranging from 27 September until 31 December 2021.

Reporting

The consultant will report to the Senior Disaster Risk Management, Systems and Strategy Specialist.

Required Experience & Skills

  • Minimum 5 years of experience in disaster-related statistic and quantitative disaster research
  • Strong understanding about monitoring and evaluation framework, particularly related to global development objectives such as the Sendai Framework and SDGs.
  • Experienced in developing technical guidelines at the national-level government agencies.
  • Experienced in assisting/working with BNPB is a plus.
