Regional Manager (Code: 019-RM-IUWASH PASAR)

General Position Summary 

Under the direction of the Deputy Chief of Party, the Regional Manager will be responsible for the IUWASH PASAR’s program implementation at their respective regions as per workplan. She/he will ensure programmatic and administrative process work in accordance with MCI’s guidelines, procedures, and regulations. She/he will lead the regional teams to achieve targets as per workplans, strengthen coordination with Local Governments and other relevant partners, and engage with private sectors both at the regional level. 

Essential Job Responsibilities

TECHNICAL 
  • Represent IUWASH PASAR in the designated region and liaise with the government counterparts,

  • Maintain strong relationships and engagements with local governments, private sectors, relevant partners and other development programs,

  • Ensure strong ownership and buy-in of the program activities from all relevant stakeholders including the private sectors, 

  • Map, identify, and engage with the existing WASH enterprises or new enterprises to ensure that the all the project district have access to WASH product and services.

  • With guidance from the National Team and support of the regional teams ensure increased capacity of the WASH enterprises in WASH product marketing and sales that results in to increased WASH products sales by the enterprises. Where the WASH products broadly are toilet, septic tank, septic tank cleaning, household water filters etc.

  • Manage, motivate and build the respective regional team (s), undertake performance reviews, and mentor and develop teams,

  • Contribute and participate in the process of developing IUWASH PASAR work planning, and ensure it is implemented as planned in the designated regions,   

  • Coordinate with the technical teams (Objective 1, 2 and 3) in Jakarta office to ensure that the regional team (s) receive enough technical supports when developing and implementing IUWASH PASAR activities, 

  • Be accountable and responsible for M&E oversight and reporting of the IUWASH PASAR program implementation,

  • Support the assessment of IUWASH PASAR activities and develop and implement appropriate monitoring system, 

MANAGEMENT 

  • Manage and supervise regional team members consisting of 2 technical staff, 1 Program Officer (MEL), and 1 Program Assistant, and 3 district facilitators, 

  • Ensure administrative process work in accordance with MCI’s guidelines, procedures and regulations, provide routine reports in timely manner at the regional levels, 

  • Provide support and oversee the implementation of MCI Fraud Risk Assessment and Zero Tolerance Fraud Control Strategy in the designated regions,

  • Work with the regional teams and ensure CARM is applied in all IUWASH PASAR activities,

  • Be accountable and responsible for managing budget activities and operations at the regional office,

  • Ensure adequate resourcing and capacities for the regional teams,

  • Manage the financial resources related to program implementation in the region,

  • Provide timely and quality reports, documentation and knowledge products.

Knowledge and Experience

  • A minimum of 10 years previous technical, managerial and operational experience on development programs in Indonesia; 

  • Minimum tertiary (graduate) qualification in the field of public policy, economics, environmental engineering, or social science discipline, etc.;

  • Minimum 7 years of hands on experience of program implementation in the districts, preferably in urban areas.

  • Have experience of coordination with local governments advocating for basic services improvement policies, preferably on WASH sector; 

  • Should have familiarity with working with micro or small business owners, such as septic tank manufacturers, masons, plumbers, toilet constructors, drinking water kiosk operators, septic tank cleaning service providers, household filter suppliers, etc., or equivalent types of businesses.

  • Strong leadership, management, negotiation, networking and team building skills;

  • Proven capacity to manage work plans, multiple activities and tasks concurrently, work independently and take initiative;

  • Strong analytical, written and verbal communication skills, with the ability to communicate with a variety of audiences and produce high-level reports;

  • Sound judgement, decision making ability and quality assurance experience;

  • Strong technical and operational expertise and experience; 

  • Experience in collaboratively working with development agencies, universities, donors and government departments is a strong advantage;

  • Advanced report writing skills and proficiency languages (both Spoken and Written): in Bahasa Indonesia is required and in English is highly desirable; 

  • Sound communication, presentation, organizational, and interpersonal skills;

  • Ability to multi-task, follow administrative procedures and meet deadlines is essential; 

  • Strong familiarity with MS Word, Excel, PowerPoint is required.

Success Factors 

The ideal candidate will have a quality-oriented works with strong interpersonal skills and demonstrated ability to create and maintain effective working relationships with the Mercy Corps Indonesia team and IUWASH PASAR program partners. The successful candidate needs to have understanding of WASH stakeholders, WASH market, keenness to work with and develop WASH enterprises, can take challenge of improving WASH business, be creative, a self-starter, with flexibility and open-mindedness. S/he should possess excellent interpersonal communication skills within program as well as with external partners and communities. The position requires the ability to work effectively in a team and an inter-agency setting, as well as assume individual responsibility for specific progress update and reporting tasks. 

S/he will have an outstanding ability to inspire teams to deeply understand social dynamics and integrate this understanding into activities to enhance program impact. S/he will also have proven experience with cross-cultural teams and capacity building, individual staff development, and strong mentoring skills. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential.
