Program Support Officer (Code: 064 - PSO – Finance Inclusion for Women Entrepreneurs)
General Position Summary
Program Support Officer will support Program Manager to reach 40,000 women-led or women-owned micro and small businesses are reached within 24 months of program implementation. This includes 32,000 adult women (including women over 50 years old) and 8,000 young women aged 18–30 years old. Participants will receive training and mentoring through a hybrid model covering financial literacy, financial management, digital literacy (using the GSMA MISTT framework), cybersecurity, access to MicroMentor, and digital marketing. Through these interventions, the program aims to improve participants’ access to formal financial products and services, including digital financial services and loans. The outcomes and impact will be measured through beneficiary surveys, with the following targets: (1) 75% of 40,000 women reported an improvement in knowledge on financial literacy & services, business development & digitalization, (2) 60% of 40,000 women reported an improvement in access to digital marketing channels to support their business, (3) 60% of 40,000 women reported an improvement in access to financial products/services, (4) 70% of 24,000 women who have access to financial products/services reported to have used it actively (at least once a month), and (5) 30% of 40,000 women reported an improvement in financial health (increased sales).
S/he will work closely with the program, finance, and operations teams to provide administrative, procurement, and logistical support for the effective implementation of program activities. S/he will assist in processing payments and maintaining accurate documentation in compliance with organizational policies. S/he will support the procurement of goods and services, including program tools and materials, by preparing purchase requests, collecting quotations, and coordinating with vendors to ensure timely delivery. Additionally, s/he will coordinate logistics for meetings, workshops, trainings, and field activities, including venue arrangements, transportation, and accommodation.
S/he will liaise with consultants and service providers to support contracting processes, track deliverables, and ensure compliance with organizational standards. S/he will maintain proper filing and record-keeping systems, assist in preparing reports and administrative correspondence, and provide general operational support as needed. Overall, s/he will play a key role in ensuring the smooth functioning of program operations by providing reliable administrative, financial, and logistical support and addressing operational needs in coordination with relevant teams. S/he will also support the implementation of field-based data management protocols for MERL (evidence, photos, etc) and comply with donor requirement.
Essential Job Responsibilities
Support the program implementation of Financial Inclusion for Women Entrepreneurs Program including implementation of the Procurement Plan for program activities, outputs, and outcomes, including appropriate methodologies and data collection frequency.
Support the Program Manager in the onboarding process of 10,000–20,000 women-led or women-owned micro and small enterprises (MSEs) per city, consisting of approximately 8,000–16,000 adult women (including those above 50 years old) and 2,000–4,000 young women aged 18–30 years.
Assist in coordinating and processing payments for program activities, ensuring timely disbursement to vendors, consultants, and participants in compliance with organizational policies.
Support the program team in handling and following up on procurement needs, including sourcing goods, tools, and services in accordance with Field Procurement Policies and Procedures (FP3).
Liaise with consultants, vendors, and service providers to support contracts, monitor deliverables, and ensure compliance with program standards.
Assist field staff, guests, and consultants with administrative needs, including vehicle use, accommodation arrangements, travel, and payment processes, in coordination with the Operations Team.
Maintain accurate records, documentation, and filing systems for all program-related activities, payments, and procurement transactions.
Coordinate logistics for meetings, workshops, training sessions, and field visits, including venue arrangements, transportation, and materials.
Conduct support for team to travel to project locations to monitor quality of implementation, support teams on operational matters, and adjust plans and approaches to meet program objectives.
Collaborate with Training and Mentoring teams to ensure program beneficiaries effectively access support, including digital marketing guidance, financial literacy, and operational management tools.
Assist in any other task or duty assigned to ensure smooth program operations and timely achievement of program objectives.

Knowledge and Experience
University degree in Social Studies, Economic, Business, or others relevant field.
Minimum 2 years’ experience working with/for NGOs in Economic Opportunity Programs NOR Financial Services Providers, particularly for MEs and women.
Experience collaborates with FSPs and digital tools providers.
Experience in agent networks, particularly for MEs and women.
Experience in facilitating MSEs access to loans would be an advantage.
Understanding of working together with local partners.
Experience in supervising staff and understanding the need for regular support and follow-up to ensure that project objectives are being met.
Good knowledge of MS Office software such as Excel, Word, and Power Point.
Able to write and understandable spoken English are preferred
Demonstrated ability to identify issues, propose practical solutions, and communicate them clearly in both written and verbal form.
Proven ability to manage tasks independently while maintaining effective collaboration with a diverse team.
