Program Officer

Program Officer will support Program Coordinator COVID-19 response activities in the field, in collaboration with other team member, POWER 2’s District Coordinator and MCI partner (PKPU - HI), as well as local stakeholder, such Humbang Hasundutan Government Agencies, local community groups (particularly coffee farmer groups), formal financial institutions, radio stations, etc. COVID-19 response activities in Humbang Hasundutan regency, will includes COVID-19 campaign, installment of WASH facilities and distribute the hygiene supplies for coffee farmers’ communities and subdistricts/villages health workers, and distribute basic needs for coffee farmers’ communities through conditional cash transfer services in partnership with commercial banking agents.  

This position will be temporary staff until end of February 2021.

ESSENTIAL JOB FUNCTIONS:

Program Management

  • Serve under the direction of the Program Coordinator to implement program activities in the field;
  • Support Program Coordinator for project assessment to identify potential program participants;
  • Facilitate distribution of program interventions to targeted communities;
  • Support Program Coordinator to ensure all MCI’s administration, logistical, human resources and financial procedures followed in relation to implementation of this grant;
  • Build relationships and networks with residents and community groups to encourage their participation in local activities and projects to strengthen civic participation. This includes maintaining awareness of community needs and issues;
  • Collaborate with finance and operation officer to preparing procurement of aid material;
  • Assist with security monitoring to ensure MCI staff, assets and partners are able to work securely;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to work alongside Program Assistant for the best interest of the program of Mercy Corps and to not jeopardize its humanitarian mission;
  • Conduct himself/herself professionally to be a credit to Mercy Corps Indonesia operations;
  • Promote and adhere to the principles and objectives of Mercy Corps;
  • Utilize and take care of all the Mercy Corps Indonesia assets and equipment according to the policies;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
  • Other job-related task as required;

 

Monitoring, Evaluation, Learning and Reporting

  • Collaborate with MEL officer to ensure accurate records of all program activities;
  • Contribute in the development of Monitoring and Evaluation tools to measure the success of hygiene promotion approach;
  • Provide quality, timely and accurate data, information, advice, and reports as required;
  • Support Program Coordinator in monthly report writing on program progress, obstacles and recommendations.

Qualifications:

  • Bachelor’s degree, a preference for Economics, Agriculture, Social Science, and other related major;
  • Minimum 3 years’ experience working with NGOs in Emergency, Recovery and Livelihood Projects;
  • Have experience in WASH in emergency and/or Cash Transfer program;
  • Have experiences as Response Team member is preferred;
  • Have experiences work with the local government agencies during an emergency response or recovery periods;
  • Have experiences work with the private company or private foundation donor;
  • Have experiences work/partner with the formal financial institutions would be an advantage.
  • Proven experience working with communities;
  • Commitment to working with vulnerable groups in need regardless of race, religion or gender;
  • Understanding of working together with local partners;
  • Good problem solving and community facilitation and mobilization skills;
  • Good knowledge of MS Office software such as Excel, Word, and Access;
  • Able to write and understandable spoken English are preferred;
  • Has Driver’s license preferred;
  • Priority will be given to the candidates from North Sumatera and surrounding Area.
