Progarm Manager (Code: 068-PM BENTANI ACEH)
General Position Summary
The Program Manager will ensure the program reaches 3,000 women, including female coffee farmers, farmers’ wives, and girls actively engaged in coffee-related and household economic activities in Aceh Tengah and Bener Meriah Districts through financial literacy and financial management training and mentoring, access to financial products and services including digital financial services and agent networks, digital marketing channels training and mentoring, and WASH education and community waste management education and practices.
S/he will collaborate with the Aceh Tengah and Bener Meriah district governments to ensure strong coordination and alignment with regional development priorities, formal financial services providers (FSPs) operating in the region, including Bank Aceh, Bank Syariah Indonesia, and DANA to strengthen access to relevant financial products and services for program participants, and other stakeholder related to female coffee farmers/coffee farmers’ wives and young women. In addition, s/he will coordinate with the Starbucks Farmer Support Center (SFSC), leveraging its technical expertise and networks that support smallholder farmers in coffee-origin communities in Aceh Tengah and Bener Meriah Districts. This collaboration will facilitate knowledge sharing on sustainable coffee production practices and strengthen synergies with existing farmer support initiatives.
Essential Job Responsibilities
STRATEGY AND PLANNING
Prepare the program design in partnerships with the Aceh Tengah and Bener Meriah Districts governments and strategic partners.
Ensure the program will directly impact 3,000 women and girls and indirectly impact 9,000 individuals, including household members and wider community networks Aceh Tengah and Bener Meriah.
Ensure the program impact indicators on lived impact, stakeholder engagement, education & training, economic opportunity, and WASH in approved concept note achieved.
Lead coordination with the Starbucks Farmer Support Center (SFSC).
Ensure the training and mentoring topics and sessions to achieve the three objectives will be delivered.
Develop a set of visibility tools which will be used to illustrate opportunities and benefits of participating in the program, including participants stories, videos, photos, etc.
Design and implement the learning events with the Aceh Tengah and Bener Meriah Districts governments and strategic partners.
Prepare weekly report on project progress, challenges, and recommendations.
Prepare progress and final reports.
Develop a program design, monitoring and evaluation framework and plan.
Develop monthly workplan, budget, and target and provide monthly progress against the target and workplan.
Develop criteria and in consultation with local governments, strategic partners, and SFSC to identify the program participants.
Conduct needs assessment, GESI assessment, and in consultations with local stakeholders and key partners:
To determine the program locations (subdistricts and villages) in Aceh Tengah and Bener Meriah districts.
To identify constraints and opportunities for the program participants and complete a gap analysis.
Conduct technical and economic sanitation, hygiene, reducing domestic waste and the appropriate disposal of waste assessment to determine the types of latrines and household waste management systems which the program might support.
Extend the partnership agreements with financial services providers, particularly to strengthening women’s banking agents and improve women access to business development, digital marketing, and digital financial services.
Ensure the data needed for program monitoring, evaluation, research, learning, and report are available.
Maintain close regular contact with the local government agencies, strategic partners, and SFSC to ensure quality output/services and trouble shoot any administrative problems.
Attend coordination meetings and maintain regular contact with relevant stakeholders.
Conduct travel to project locations to monitor quality of implementation and adjust plans and approaches to meet the program objectives.
Ensure program team members have capacity and ability to implement program activities.
Ensure program team members have understanding on program goal, outcome, outputs as well as their scope of work.
Ensure on time and on scope delivery of all program activities and outputs.
Conduct monthly call with the program team, PAQ Manager and DoP to ensure proper delivery of services.
Supervise baseline and endline surveys to collect data of the program participants to measure the program impact.
Supervise training and mentoring tools and modules development, pre-test training tools, and qualitative survey through FGDs.
SAFEGUARDING RESPONSIBILITIES
Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Knowledge and Experience
University degree in Agriculture, Social Studies, Economic, Business, or related fields
Minimum 5 years’ experience working with Development Organizations in Emergency, Recovery and Livelihood Programs.
Experience collaborates with the local government agencies and private sectors actors in Emergency, Recovery and Livelihood Programs.
Experienced working with the formal financial services providers would be an advantage.
Experienced working on WASH and Waste Management programs would be an advantage.
Have knowledge of coffee farmers, micro business, community business organizations, formal financial institutions who is leveraging financial services to female coffee farmers, coffee farmers wives, and young women.
Experience in delivering capacity building for female farmers, farmers’ wives, and young women.
Experience using digital data tools.
Understanding of working together with local partners.
Proven experience managing diverse and disparate projects.
Experience in managing staff and understanding the need for regular support and follow-up to ensure that project objectives are being met.
Commitment to working with vulnerable groups in need regardless of race, religion or gender.
Good problem solving and written and oral communication skills.
Ability to work without constant supervision and as part of a mixed team.
Good knowledge of MS Office software such as Excel, Word, and Access.
Good written and spoken English skills are preferred.
