Operations Coordinator – INVEST DM 2.0

General Position Summary

The INVEST DM 2.0 Operations Coordinator is a member of the Jakarta-INVEST DM 2.0  management team and reports directly to Chief of Party. S/he oversees and coordinates the Jakarta-INVEST DM 2.0  operations and support team which includes the procurement of the local consultants and national resource persons facilitators. S/he ensures the operational support and services provided to the INVEST DM 2.0  program is compliant, quality controlled, strategic, and responsive to the needs of the program. The position is an important interface among INVEST DM 2.0 provincial teams, consortium partners, and between the MCI’s operations, finance, and human resources departments. Operations Coordinator supervises and monitors BAST reporting requirements, and the processing of VAT Exemption requests to Vendors, USAID and the various GOI ministries based on the joint USAID Mission and GOI agreed reporting formats and standard operating procedures. S/he coordinates among field and program teams for the convening of INVEST-YMCI and the All-INVEST consortium partner national events. This includes the procurement of resources, consultants, goods, services and works in both in Jakarta and in the target regions including preparation of program operational reports and updates. The INVEST DM 2.0 Operations Coordinator is expected to provide orientation, training and support to all INVEST DM 2.0  team members including, as required consortium partners, with a focus on procurement, logistics, and program financial analysis/reporting and compliance. The Operations Coordinator will also assist the INVEST DM 2.0  Chief of Party with other assigned tasks as required.

Essential Job Responsibilities

  • Oversee, supervise, and monitor the Jakarta INVEST DM 2.0 program operations, administrative support, and consultant talent management team;
  • Provide general program operational and administrative support including the coordination of logistics, travel arrangements, consultant hire, and the procurement of goods, services and works required to support the implementation of INVEST DM 2.0 national and subnational operations and activities;
  • Coordinate among the Jakarta INVEST DM 2.0  management, provincial INVEST DM 2.0  teams and the MCI operations, procurement and finance departments, to ensure the support delivered is timely, effective and of a high standard;
  • Supervise and support the Talent Management Officer (TMO) to establish and maintain an effective STTA procurement system, which includes market-based surveys, calls for expressions of interest (EOIs), prequalification of experts, and the recruitment and mobilization of the consultants and national resource persons/facilitators;
  • Work with the INVEST DM 2.0 MEL and Government Liaison Specialists, and the MCI Finance department to establish and maintain a BAST reporting and monitoring system and ensure its compliance with USAID Mission and BAPPENAS, MoF, and BNPB reporting requirements;
  • Coordinate the compilation of VAT exemption projected-expenditures for the procurement of planned goods and services among All-INVEST consortium partners, based on their quarterly and annual workplans;
  • Work closely with MCI Finance to prepare a consolidated semi-annual (or as required) All-INVEST VAT exemption requests and manage the process of request submission to (i) Vendors, (ii) USAID, (iii) BNPB, (iv) Biro KTLN Setneg, and (v) KPP BADORA;
  • Compile and monitor provincial monthly financial activity expenditures and prepare concise financial reports for the COP/DCOP, maintain record of all contract and sub-grant agreements;
  • Review and analysis field and national expenditure reports to ensure compliance and the financial accountability of the activities implemented;
  • Contribute to weekly and monthly work plans and report on program activities and other activities such as reporting and monitoring;

Qualifications:

  • At least 10 years NGO experience, working in the areas of program operations, logistics, and administrative support; experience working with consorting partners and government is a plus
  • The candidate must have strong communication skills, document/report writing, a good command of spoken and written English and Bahasa Indonesia, and a background in accounting and/or finance.
  • S/he should have pleasant personality, organized, efficient, proactive, flexible, and able to work under pressure and with short deadlines when required. Proficiency in Microsoft Word, Excel and other computer programme is a must
  • Demonstrated attention to detail, meet deadlines, take initiative, anticipate, and solve problems.
  • Effective time management and organization skills including priority setting and responding to program needs
  • Effective interpersonal communication skills including:  Problem-solving skills, being proactive and taking initiative
