Monitoring, Evaluation, Learning, Reporting And Gedsi (MELRG) Specialist (Code: 071 – MELRG Specialist NZMATES)

General Position Summary 

The NZMATES Monitoring, Evaluation, Learning, Reporting and GEDSI (MELRG) Specialist is responsible for leading and overseeing the review, implementation and continued development of MEL systems for the NZMATES programme, and contributing to reporting with GEDSI mainstreamed in the programme. This includes an annual review of the results framework together with programme partners, development/review of MEL tools and plans, participant and indicator tracking, organizing reflection and learning activities, contributing to reports, data compilation and participatory analysis, coordinating the programme’s mid-term review and final evaluation (coordination with MFAT and consultant) as well as ensuring implementation and monitoring of gender action plan. This role is also key to promoting programme quality, through ensuring learning outcomes contribute to programme improvement, and ensuring cross-cutting issues and accountability mechanisms are in place.

The successful candidate will be proactive and motivated, with a demonstrated ability to conceptualize, plan and implement programme activities creatively, as well as the skills to analyze data and utilize lessons learned for the continuous improvement of programme implementation and promote a culture of learning. She or he will also have a strong understanding of good practice in international development and in research and knowledge management. Experience in the renewable energy sector is preferred but not essential. Given the flexible and adaptive nature of the NZMATES programme this is a vital role and is suited to a proactive, creative person with excellent analysis skills and attention to detail.

Essential Job Responsibilities 

STRATEGY AND PLANNING

  • Support on measurement and analysis of communication tools to inform strategic decision making.

  • Manage and administer NZMATES MELR & GEDSI activities with Sr. Programme Manager

MELR TECHNICAL SUPPORT

  • Develop/review MEL tools and MEL plan and train the NZMATES team and ensure effective use of program funds and information. 

  • Provide strategic support to the Sr. Programme Manager and others as required for the Project planning based on Programme document, Forward Operating Plan (FOP) backed up with M&E / Result frameworks.

  • Update the tracking tools to monitor the Project activities at national, provincial and local level,

  • Update as necessary Monitoring and Evaluation plans, consistent with the annual M&E framework, in consultation with all the coordinators including Sr. Programme Manager.

  • Update the progress and provide timely analysis to develop and update the Project overall strategic framework, impact chains and intervention logics.

  • Assist the Project management team in developing sector-wise work plans, and overall monitoring framework including capturing of learnings and achievements.

  • Working with relevant team members to develop a baseline of basic services and socioeconomic conditions in the target areas and collect periodic data and information against the baseline to assess and report on the overall progress of these areas.

  • Assist other team members in preparing Indicator protocol sheets (indicator description/ profile) of each project indicators develop during programme.

  • Conduct or oversee special studies such as Baseline and endline surveys, community impact studies, cross-cutting issues studies or stories of change.

  • Support good practice in development activities, ensuring that personnel, subcontractors, collaborators and others follow good development and behaviour practices, understand and respect local culture, when carrying out field visits

  • Assist the Senior Programme Manager in tracking programme and team member progress against work plans.

  • Coordinate with Monitoring and Evaluation staff of the YMCI Country Office and get guidance and updates on the policy and guideline on M&E

  • Take a proactive approach to constantly reviewing and improving the NZMATES programme’s MEL systems and implementation and looking for ways to use information to identify gaps and potential improvements to the programme, and alignment with YMCI Minimum Standards. 

  • Collaborate with the YMCI IT Coordinator or other related staff to develop and maintain the monitoring, reporting and reporting technology system, including updating, troubleshooting, and promptly addressing all problems as they arise.

  • Travel to field locations as required for monitoring programme implementation and data gathering quality. NZMATES field locations are mostly very remote and require multiple days’ travel, and conditions that may include basic accommodation or camping with limited access to electricity and water.

  • Ensure cross-cutting issues are mainstreamed and included in all Programme activities.

DATA AND INFORMATION MANAGEMENT:

  • Lead on data collection and compilation implemented by partners as required, promote continuous learning and programme design improvements through facilitation of program-wide MEL analysis and feedback sessions. 

  • Provide support, guidance and capacity building to team members on survey design, methodology, data analysis, and other services as may be required for programme monitoring, evaluation and learning.

  • Oversee and carry out data processing, including quality control, validation and verification for the collected data and support in data analysis. Keep track of programme indicators, develop 6-monthly and yearly indicator planning with the programme team and partners, and communicate and collaborate with partners at the provincial and national level as required to ensure understanding, ownership and contribution to NZMATES programme planning and progress.

  • Maintain MEL databases for the NZMATES programme, including excel databases and the online TolaData platform. Supported by Sr. Data, Knowledge Management and Communication Officer and work with the NZMATES Community Engagement and Technical teams to ensure the project pipeline database is kept up to date.

  • Advise and support on design, implement, and maintain robust data and knowledge management systems, repositories, and databases (e.g., SharePoint, online libraries).

  • Oversee and monitor data governance, privacy policies (e.g., data protection), and compliance frameworks to ensure the integrity, security, and ethical handling of information.

LEARNING:

  • Lead the development and implementation of the organization's knowledge management strategy.

  • Lead documentation of project activities and most significant change stories, with the potential to develop these into formal success stories for broader sharing.

  • Work with the Sr. Data, Knowledge Management and Communications Officer and Sr. Programme Manager to ensure appropriate knowledge management systems are in place to allow the NZMATES team access to the information needed to learn, adapt and implement the programme.

  • Facilitate reflection and lessons-learned workshops with the NZMATES team at least once every 6 months, and compile and communicate lessons learned from these sessions.

  • Work with NZ MFAT for the contracting, supervision and implementation of the programme mid-term review and final evaluation.

REPORTING:

  • Work with the Sr. Programme Manager and Programme Lead to produce monthly, mid-year, and annual donor reports, as well as other reports, proposals, communications materials or other documentation as required.

  • Develop and update NZMATES relevant databases including project pipeline, capacity building and program participants database, and others. 

  • Mainstream GEDSI includes planning, monitoring, and evaluation as well as reporting by devising necessary forms and formats.

  • Leading and function as NZMATES GEDSI Focal Point

  • Mainstreaming: Integrating GEDSI principles into energy policies, projects, and infrastructure planning .

  • Policy Analysis: Reviewing and drafting policies to promote gender equality and inclusive planning 

  • Capacity Building: Training staff, government counterparts, and stakeholders on GEDSI issues 

  • Research & Reporting: Producing high-quality analysis, reports, and evidence-based policy briefs 

  • Establish and maintained relationships with GEDSI and energy actors in the region and national.

  • Develop activity log sheet to track disaggregated data to reflect in the planning cycle.

  • Highlight GESI related results in monitoring and evaluation plan and reflect them in the reporting.

  • Work with the NZMATES Community Engagement and Technical teams to ensure tools such as energy access tier methodology, sustainability assessment, and GEDSI are fit-for-purpose, and are implemented correctly and consistently, and data is analysed.

  • Ensure all communications/documentations produced are GEDSI sensitive; Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within project and amongst its programme participants.

  • Other duties as required in support of NZMATES programme objectives.

SAFEGUARDING RESPONSIBILITIES

Knowledge and Experience 

  • Possess a relevant university degree in Management and Administration, Social Sciences, Development Studies, Economics, communications and Statistics or others relevant field to MEL and GEDSI type applications.

  • Specific experience in the energy, infrastructure, or environmental sector is highly desirable

  • Proven experience, at least five years, in designing and implementing MEL frameworks and reporting systems, conducting evaluations and documentation preferably in non-governmental organizations or international institutions or bi-lateral/multi-lateral programmes working in energy, capacity building or other related programmes

  • Experience working in adaptive programming and/or familiarity with Problem Driven Iterative Approach (PDIA) highly desired.

  • Experience working in renewable energy projects, conducting research/studies in the field of renewable energy projects.

  • Experience in GEDSI programme, preferable GEDSI in energy projects.  Experience in developing Gender Action Plan, or leading and involved in GEDSI mainstreaming, studies, research will be a good portfolio

  • Strong experience working closely with government, industry, and community partners.

  • Ability to work independently and collaboratively in complex, fast-paced environments.

  • Significant experience in team / stakeholders training and institutional capacity building.

  • Demonstrated strong computer and data analysis skills (e.g., MS Word, Excel, PowerPoint, Access, SPSS /STATA, and other qualitative and quantitative statistical analysis tools)     and advanced knowledge of spread sheet and database packages, experience in handling of web-based management systems.

  • Excellent report writing skills.

  • Fluency in English and Bahasa Indonesia, both written and spoken is required.

  • Demonstrated attention to detail, able to meet deadlines, take initiative, anticipate and solve problems.

  • Experience in conducting research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations, is desirable.

  • Effective time management and organization skills including priority setting and responding to programme needs.

  • Effective interpersonal communication skills include ability to take initiative, anticipate and solve problems, meet deadlines, work under pressure, work independently on multiple tasks with limited supervision, work cooperatively with team members and partners.

  • Ability to be flexible, open-minded, and creative.

  • Willingness to spend some time in remote field locations.
