Monitoring, Evaluation, Learning And Reporting (MERL) Officer (Code: 069-MERL BENTANI ACEH)
General Position Summary
Under the leadership of the Program Manager, The Monitoring, Evaluation, Learning and Reporting (MERL) Officer will base in Bener Meriah District, Aceh Province, and responsible to support the development of the program’s MEL and CARM system, including strategies and tools for measurement, data management protocol, and evidence-based learning and decision making. The MERL Officer will respond to implement and improve program MEL and CARM in consultation with the National MEL and CARM Senior Officer. S/he will monitor program activities and indicator tracking in close collaboration with the other team members, collecting lessons learned as well as supporting the development of narrative progress and evaluative reports for the project.
Essential Job Responsibilities
Collaborate closely with the National MEL and CARM Senior Officer point in developing and establishing Monitoring, Evaluation, and Learning systems that serve the needs of the program, including:
Provide leadership to field offices in developing program-level M&E systems that meet donor requirements and Mercy Corps minimum standards, as well as feed into a standardized countrywide M&E system and strategy.
Design and conduct the Safeguarding and GESI analysis, baseline, and endline based on Mercy Corps Indonesia standard and involving local stakeholders and vulnerable communities.
Periodically update M&E Plan and result chain informed by routine M&E data collection, research findings
Support the development and refinement of the MEL Plan including Result Framework, Logical Framework, Indicator Plan, and Program Participants tracking plan; And implementation of the MEL Plan for program activities, outputs, and outcomes, including appropriate methodologies and data collection frequency.
Develop data flow map and information management plan;
Develop data collection tools (e.g. surveys, questionnaires, interviews, FGDs, etc.), paper-based and digital data collection tools, including data visualization system/dashboard;
Support the collection, aggregation, storage, and analysis of indicator data for dissemination and use;
Develop, maintain, and implement a data analysis plan to reflect on outputs, outcomes, goals, and assumption indicators.
Revisit and revise MEL Plan to ensure its relevancy over the life of the program.
Establish and regular update of program Indicator tracking in TOLA
Regular tracking of Program Participants’ Sex and Age Disaggregated Data (SADD)
Manage program data and files in accordance with the MCI standard filing structure in the Mercy Corps Indonesia SharePoint;
Develop and conduct MEL capacity building and training plans for the program team and partners as needed, and serve as a resource for program staff, advising on activity design and evidence-based programming;
Support in the program’s reporting requirements, including bi-weekly, Interim Report, and Final Report;
Support the development and activation of program CARM, including socialize CARM channels to program participants, maintaining and monitoring program CARM channels under coordination with the National CARM focal point, and developing updated report of program CARM.
Represent Mercy Corps Indonesia (MCI) and the program, and build positive, fruitful relationships when engaging with the program’s stakeholders and beneficiaries, including farmer business groups, government officials, private sector actors, donor officials, media, etc. Conduct himself/herself both professionally and personally in such a manner as to bring credibility to MCI without jeopardizing its humanitarian/development mission.

Knowledge and Experience
Bachelor’s degree in mathematics, Statistics, or another relevant field.
Minimum 3 years’ experience working in monitoring and evaluation, especially for disaster management program
Familiar with research methodologies or have experience in project research.
Have experience conducting baseline-end-line surveys or disaster impact assessments.
Have experience in writing MEL Report
Proven experience Working with open data kit tools for data collection
Proven experience in data analysis with the proper software.
Cultural sensitivity and being able to work effectively with a wide range of people in the community level.
Demonstrated, and developed facilitation and engagement skills.
Knowledge of DRR will be an advantage.
The ability to multi-task, follow procedures, meet deadlines and work independently and cooperatively with team members are essential.
Pleasant personality (friendly, team player, quick learner, creative, and willing to take on a variety of tasks)
Computer literate: excellent skills in MS Office, especially MS Excel in particular, and Internet navigation are required.
Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
The ability and desire to grow individually and professionally.
