Learning Analyst Consultant - CAMELIA Program

Background

The economic and social consequences of Covid-19 are still unfolding in Indonesia, as countries struggle to control the spread of infection and an increasingly dire financial situation. The pandemic has hit MSMEs with mass layoffs, reduced business operations, disruption in supply chains, and reduced demand for services. Women-led MSMEs traditionally have less access to financial services and lower business capacity across the region and thus have experienced greater vulnerability over the past year. Compounding and contributing to the economic impacts of the pandemic, women face the additional burden and challenges in allocating time to their business due to increased personal and household commitments such as childcare and care for the family members. Mercy Corps Indonesia partnering with the Visa Foundation to support Covid-19 affected the women-led small businesses with the tools and support they need to survive the pandemic and build a more resilient future. The approach will vary, leveraging the existing work, partnerships, and resources to have the most significant immediate impact while creating a pathway toward longer-term recovery.

Mercy Corps Indonesia through Program CAMELIA - The COVID-19 Recovery for Women-led Small Businesses in Greater Malang will support 300 women-led small business in Greater Malang, by giving access to enhance the business scale through developing their skills, financial and business literacy, also maximizing the usage of digital platforms. YMCI will use training and mentoring resources using hybrid methods (offline and online) and collaborate with partners to build a positive business ecosystem in the Greater Malang area.

To achieve its target, Program CAMELIA has been partnering with strategic institutions, such as financial services provider; Bank Jatim, BSI, and PT Pegadaian to introduce financial services to program participants (saving account, access to loans, and digital payment transactions. Program also has been partnering with a e-wallet provider, DANA, to strengthen participants’ practices in using e-wallet as a solution to digital payment transaction. Moreover, Program CAMELIA collaborated with various marketplace providers (Elevenia, Tokopedia, and Shopee), campus institutions (STIKI Malang, IAII Jatim, iHub Polinema), and community groups (Malangglerrr and FunVita Malang) to conduct capacity building activity on improving participants’ marketing and branding strategy.

Purpose / Project Description

Through Program CAMELIA (Covid-19 Recovery for Women-led Small Business in Greater Malang Area), Mercy Corps Indonesia (MCI) has been supporting more than 300 women-led small businesses in the Greater Malang Area with increased access to business and financial services using a multi-stakeholder partnership model to deliver bundled services for women entrepreneurs while building the networks and ecosystem that will support them into the future. MCI achieves this by leveraging existing relationships with financial institutions to access their saving and business loan products, business service providers, community business organizations, and peer networks to create market linkages (input, financial, output) with a particular focus on mobilizing gender-based digital payment and saving services. The program focuses on upgrading skills, utilizing digital payment and access to formal financial services such as saving and loans, and online market access through training and mentoring. MCI uses its existing training and mentoring resources and those implementing partners to create in-person and digital training and mentoring programs adapted to the needs of the women-led small business.

Program Goal

Women-led small businesses in the Greater Malang Area increase their income and create new employment opportunities through improved access to bundled digital financial and mentoring services.

Outcomes

  1. Increased business and financial literacy of 300 women-led small businesses.
  2. Increased access of women-led small businesses to digital financial services (savings, loans, and digital payment services).
  3. Increased financial management and business development practices of women-led small businesses.

Program Indicators

  • 300 women-led SMB is participating in the program.
  • 150 women-led SMB apply for loans from Financial Service Providers.
  • 150 women-led SMB applied digital payment transactions.
  • 150 women-led SMB are participating in digital financial literacy and business mentoring.
  • 10% of the women-led small business increase in capital (working capital or debt capital).
  • 5% of the women-led small business increase in revenue.
  • 5% of the women-led small business increase in people employed (exclude Owner).
  • 10% of the women-led small businesses have the initiative to improve job quality.
  • 5% of the women-led small businesses have the initiative to advance women in the workforce.

Objectives of the Consultancy

CAMELIA requires a consultant to create a program learning document based on data collected throughout the program conducted and/or further findings obtained by the consultant. Learning document will be composed as clear lessons learned derived from program implementation cases and participants’ behavior change regarding program interventions and partners’ products. Some main cases that can be learned and analyzed deeper as lessons, but not limited to:

  1. Impact of various program intervention / capacity building methods conducted by Program CAMELIA to participants’ behavior change in their financial management and/or business management.
  2. Participant practices in accessing loans and saving products provided by FFI (Formal Financial Institution) partners.
  3. Participants practices in using digital payment transaction, especially provided by partners from FFI and e-wallet provider.
  4. Impact of program intervention conducted by Program CAMELIA to participants’ business development (especially increase in revenue, number of workers and female workers, business capital, job quality, and women quality in the workforce).

Consultants are encouraged to use relevant theories and concepts as basis to analyze. Consultants also need to provide a set of learning recommendation, as a basis to develop a better women MSE development program in the next future, and suggestion for program partners to develop effective products that are suitable for women MSE characteristics.

Program CAMELIA has conducted baseline data collection to present participants’ profile and their starting point before getting program intervention. Total there are 321 program participants which originate from Malang City, Malang Regency, and Batu City. Program has also monitored participants progress in every mentoring session. Consultant Activities

  • Conduct program study analysis.
  • Provide learning document based on the analysis result.
  • Collaborate with program team in developing data collection tools and collecting data.
  • Develop analysis report.
  • Present the analysis report result to program team.

Consultant Deliverables

The consultant should develop a clear and structured learning document. The report will be delivered in English and Bahasa Indonesia. The analysis should have relevance to data collected and derived from related theories or concepts. The learning document should consist of these main parts, but not limited to: (1) Executive summary, (2) Introduction, (3) Description of Program CAMELIA Design, (4) Lessons learned derived from program implementation cases, (5) Recommendation.

The consultant also should provide a clearly articulated work plan, detailing out each work and the number of corresponding days required.

Consultant Qualifications:

We need a consultant with a strong background in conducting research, particularly in Financial Services, Financial Inclusion, and Business Management issues. It would be beneficial if the consultant has the following skills and competencies:

  1. Strong education background in relevant subject, preferred a post-graduate/ master’s degree.
  2. Experience in conducting research analysis and producing learning document in development issue, particularly women-led micro-small business development and financial inclusion.
  3. Experience in developing data collection tools and performing data collections.
  4. Experience in developing structured analysis report, based on data collected and referred to relevant reliable theories or concepts.
  5. Excellent writing and verbal communication in English and Bahasa Indonesia.
