Finance And Administration Manager (Code: 031-FAM-IUWASH)

General Position Summary 

The Finance and Administration Manager (FAM) position will be based in Jakarta and work closely with the Mercy Corps Indonesia (MCI)’s Compliance, Finance, Procurement, and Operations Teams; and the IUWASH Pasar team members. The FAM will be responsible for all aspects of finance, operations, grants management and administrative arrangements. (S)he serves as a senior management project team member.

Essential Job Responsibilities

Finance and Budget

  • Provide financial review for operations and finance documents according to levels in AAM, including but not limited to purchase requests, payment requests and expense reports (travel expense reports and operational expense reports) for accuracy, compliance and completeness and ensure that expense reports have been fully approved before payment.

  • Monitor project expenditures to ensure that all expenses are controlled, appropriately authorized and in line with budgets and USAID regulations.

  • Prepare cashflow forecasts.

  • Prepare annual financial planning and budget process. 

  • Provide regular financial reports to USAID through the COP

  • Prepare other financial reports and budget as requested.

Sub Awards Management:

  • Responsible for pre-award financial review and other due diligence of subrecipients.

  • Coordinate selection of subaward agreement type, draft subaward and negotiate subaward agreements with selected subrecipients.

  • Draft modifications to subawards, as needed.

  • Develop and conduct subrecipient financial and compliance training workshops;

  • Review subrecipient financial reports for correctness and completeness and ensure that reports are submitted on time.

  • Develop subrecipient monitoring plans, conduct financial monitoring of subrecipients and prepare financial monitoring visit reports.

  • Follow up on all subaward compliance issues and audits and document resolutions.

  • Maintain subaward files in accordance with the Field Finance Manual.

  • Process subrecipient payments and reconcile subaward financial tracking to general ledger reports.

  • Responsible for subaward financial close-outs, including ensuring that all requirements of the subaward agreement have been met and that subaward funds have been properly settled.

  • Provide compliance guidance and consultations to subrecipients on a demand-driven basis.

  Compliance:

  • Ensure that IUWASH Pasar is executed in alignment with the prime award agreement and the applicable USAID regulations, staying abreast of changes in regulatory environment related to donor/grant compliance; update IUWASH Pasar procedures as necessary.

  • Identify and communicate compliance risks associated with program implementation. Work with program teams ensure that program activities are designed to be compliant, while facilitating the achievement of the program objectives.

  • Review IUWASH Pasar procurement and program transactions, contracts and other documents for compliance requirements and ensure these requirements are met.

  • Ensure timely and accurate submission of approval requests to the donor and MCI.

  • Prepare prior approval, waiver and other compliance requests to the donor. Assist subrecipients, as needed with subrecipient compliance requests to Mercy Corps Indonesia.

  • Prepare and maintain internal and donor compliance-related reports.

Administration/BAST 

  • Work collaboratively with other team members in the collection, sorting, and inputting of IUWASH past and planned activity costs required by USAID and for generating BAST reporting.

  • Prepare BAST reports.

 Knowledge and Experience

  • skills Mid level position with 7 years of experience is required. Financial experience is a must.

  • The candidate must have good communication skill, document/ report writing, adequate understanding and of English speaking and writing, as well as Bahasa Indonesia and finance background.

  • S/he should have pleasant personality, organized, efficient, proactive, flexible and able to work under pressure and with short deadlines when required. Proficiency in Microsoft Word, Excel and other computer programs is a must.

  • Effective time management and organization skills including priority setting and responding to program needs.

  • Effective interpersonal communication skills including Problem-solving skills, being proactive and taking initiative.

  • Bachelor’s degree in accounting, finance or like degree. A professional accounting qualification, such as a CPA, preferred. 

  • At least five years of hands on experience in accounting, including general ledger, cash management, financial planning, budgeting, and monitoring of grant compliance required. Experience managing finances for USAID contracts in excess of $5 million, in accordance with FAR and AIDAR preferred. 

  • Combination of commercial and not-for-profit financial administration experience highly preferred. 

  • Knowledge of Indonesian Financial Accounting Standards (IFAS), GAAP, Tax, and International Financial Reporting Standards (IFRS). Familiarity with accounting software. Experience with contracts, sponsor rules & regulations, and with current standards and guidelines. Knowledge of USAID Operational Policy (ADS) preferred. 

  • Strong oral and written communication skills.

  • Proven ability to effectively use Microsoft Office, spreadsheet, pivot table, word processing, and position-specific software.

  • Fluency in Bahasa Indonesia and English, written and oral.
