FIELD OFFICER (Code: 061-FO (Semarang/Surabaya/Medan) – Finance Inclusion for Women Entrepreneurs)

General Position Summary 

The Field Officer will support Program Manager to reach 40,000 women-led or women-owned micro and small businesses are reached within 24 months of program implementation. This includes 32,000 adult women (including women over 50 years old) and 8,000 young women aged 18–30 years old. Participants will receive training and mentoring through a hybrid model covering financial literacy, financial management, digital literacy (using the GSMA MISTT framework), cybersecurity, access to MicroMentor, and digital marketing. Through these interventions, the program aims to improve participants’ access to formal financial products and services, including digital financial services and loans. The outcomes and impact will be measured through beneficiary surveys, with the following targets: (1) 75% of 40,000 women reported an improvement in knowledge on financial literacy & services, business development & digitalization, (2) 60% of 40,000 women reported an improvement in access to digital marketing channels to support their business, (3) 60% of 40,000 women reported an improvement in access to financial products/services, (4) 70% of 24,000 women who have access to financial products/services reported to have used it actively (at least once a month), and (5) 30% of 40,000 women reported an improvement in financial health (increased sales).

S/he will support the field implementation and operations of the program, including development of MoU and partnership agreement with city government, coordination with local government agencies, financial service providers, women business associations and communities, and other relevant partners. The Field Officer will serve as an extension of the MERL team to verify and monitor field facilitators’ performance, manage facilitator activities, organize socialization, training, and meeting events, and collect weekly facilitator reports in coordination with the Training & Mentoring and MERL teams. S/he will also support the implementation of field-based data management protocols for MERL. In addition, the Field Officer will contribute to identifying potential MSEs for evidence-based learning to support knowledge management and communications. S/he will also be responsible for providing regular updates from their respective cities and working in close collaboration with the program team based in Jakarta.

Essential Job Responsibilities 

  • Support the program implementation of Financial Inclusion for Women Entrepreneurs Program including implementation of the MEL Plan for program activities, outputs, and outcomes, including appropriate methodologies and data collection frequency.

  • Support the Program Manager in the onboarding process of 10,000–20,000 women-led or women-owned micro and small enterprises (MSEs) per city, consisting of approximately 8,000–16,000 adult women (including those above 50 years old) and 2,000–4,000 young women aged 18–30 years.

  • Support Training & Mentoring Consultant in coordinating and preparing socialization and training activities.

  • Support Training & Mentoring Consultant in monitoring and evaluating training activities facilitated by the program facilitators

  • Support Training & Mentoring Consultant in coordinating facilitators and ensuring the facilitator achieves targets in accordance with the Scope of Works (SoW).

  • Support Sr. MERL Officer collecting facilitators’ monthly reports and reviewing monthly reports as determined by the MERL team

  • Support Program Manager to prepare bi-weekly report on project progress, challenges, and recommendations.

  • Manage program data and files in accordance with the MCI standard filing structure in the SharePoint storage platform or MCI Data Center.

  • Support the provision of data needed for program monitoring, evaluation, research, learning, communication, and report.

  • Maintain close regular contact with the local government agencies, key partners, and local community partners to ensure quality outputs/services and trouble shoot any administrative problems.

  • Attend coordination meetings and maintain regular contact with relevant stakeholders.

  • Conduct travel to project locations to monitor quality of implementation and adjust plans and approaches to meet the program objectives.

SAFEGUARDING RESPONSIBILITIES

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.

  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Knowledge and Experience 

  • University degree in Social Studies, Economic, Business, or other relevant field.

  • Minimum 5 years’ experience working as Field or Program Officer.

  • Demonstrated experience in developing MoU and partnership agreements with local governments, and in coordinating with relevant local government agencies.

  • Having experience in onboarding, collecting, analyzing, and managing large-scale program participant data (more than 40,000 participants) would be an advantage.

  • Having experience in financial literacy, financial inclusion, digital marketing, and digital training and mentoring would be an advantage.

  • Have experience with women community, financial services providers, and government engagement.

  • Having experience in delivering training and mentoring would be an advantage.

  • Proven experience digital data collection tools, include data visualization system/dashboard.

  • Good knowledge of MS Office software and Mercy Corps Indonesia digital data.

  • Able to write and understandable spoken English are preferred

  • Demonstrated ability to identify issues, propose practical solutions, and communicate them clearly in both written and verbal form.

  • Proven ability to manage tasks independently while maintaining effective collaboration with a diverse team.
