District Facilitator (Code : 016-DF-USAID IUWASH PASAR)
General Position Summary
Under the direction of Regional Manager, the District Facilitator will be responsible for supporting the implementation of USAID IUWASH Pasar field activities and maintaining good relationships with all relevant stakeholders including District/City governments, Service Units, private sectors, local organizations/NGOs, and community leaders, etc. S/he also manages the day-to-day activities at district/city level and coordinates with the Regional Coordinator and relevant technical provincial specialists who provide more detailed programmatic guidance.
Essential Job Responsibilities
TECHNICAL & MANAGERIAL
- Represent USAID IUWASH PASAR in the designated district/city and liaise with the district/city government counterparts.
- Overall responsible for the project implementation in the city with the support of the mid and senior team.
- Will identify the WASH enterprises with the support of Business Development Lead and Market Systems Development Specialist, work with the enterprises according to the plan and build their capacities to ensure their business growth.
- Coordinate with the City/Regency government authorities to ensure a feasible regulatory environment for business growth of WASH enterprises with the support of Regional Coordinator.
- Engage with WASH enterprises, develop strong relationships with them, and collect monthly sales information.
- Freely seek support from the mid and senior teams whenever required.
- Organize training and capacity-building programs as well as workshops for the project at the city/regency level, following MCI policy.
- Ensure a strong relationship with city/regency-level government agencies, regularly update them on the project progress, and seek their consent for district-level activities whenever necessary.
- Ensure strong ownership and buy-in of the USAID IUWASH Pasar program activities from all relevant stakeholders including the district/city level counterparts, private sectors, and other relevant partners.
- Contribute and participate in the process of developing IUWASH PASAR work planning, and ensure it is implemented as planned in the designated district/city.
- Coordinate with the provincial and national technical teams (Objective 1, 2 and 3) in Jakarta office to ensure that enough technical supports are provided when developing and implementing USAID IUWASH PASAR activities at district/city level.
- Support the assessment of USAID IUWASH PASAR activities and contribute to provincial program monitoring system.
- Ensure administrative process work in accordance with MCI’s guidelines, procedures and regulations, provide routine reports in timely manner at district levels.
- Provide support and oversee the implementation of MCI Fraud Risk Assessment and Zero Tolerance Fraud Control Strategy in the designated district/city.
- Work with the provincial teams and ensure CARM is applied in all USAID IUWASH PASAR activities at district/city level.
Knowledge and Experience
At least 5 years’ experience working with local governments on public policy advocacy and basic service improvement including WASH sector.
Experience with water, sanitation and hygiene (WASH) enterprises is highly preferred.
Any experience of sales marketing and will be an added advantage.
A bachelor’s degree in a relevant academic area such as public policy, economics, environmental engineering, or social science discipline,
- Good communication skills and experience working with multi stakeholders including local government agencies such Bappeda, Health Office, Public Works and Housing office, Pokja PPAS, health units, private sectors, Cooperatives/MFI, etc.,
- Proven capacity to manage work plans, multiple activities and tasks concurrently,
- Experience in collaboratively working with development agencies, universities, donors and government departments is a strong advantage,
- Sound communication, presentation, organizational, and interpersonal skills,
- Ability to multi-task, follow administrative procedures and meet deadlines is essential,
- Strong familiarity with MS Word, Excel, and PowerPoint is required.
Success Factors
The ideal candidate will have a quality-oriented works with strong interpersonal skills and demonstrated ability to create and maintain effective working relationships with the Mercy Corps Indonesia team and IUWASH PASAR program partners. The successful candidate needs to be creative, a self-starter, with flexibility and open-mindedness. S/he should possess excellent interpersonal communication skills within program as well as with external partners and communities. The position requires the ability to work effectively in a team and an inter-agency setting, as well as assume individual responsibility for specific progress update and reporting tasks.
S/he will have an outstanding ability to inspire teams to deeply understand social dynamics and integrate this understanding into activities to enhance program impact. S/he will also have proven experience with cross-cultural teams and capacity building, individual staff development, and strong mentoring skills. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential. The most successful Mercy Corps Indonesia team members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
Living Conditions / Environmental Conditions
The position will be based in Kota Probolinggo/Kab. Blitar/Kota Parepape/Kab. Wajo. Travel is required with up to 20% of her/his time expected to be spent at subnational level. Many of the project sites require an awareness of possible security threats and good knowledge of changing security environments.
All Mercy Corps Indonesia members represent the agency both during and outside of work hours when deployed in a field position or on a visit/TDY to afield posting.
