District Coordinator - COVID-19 COPE for Farmers and Farmers' Wive
Mercy Corps Indonesia will reach ~300,000 smallholder farmers (20% are women) and 1,000 farmer’s wives in 6 districts in West Java Province through distribution crop protection and contraception products, dissemination of information on product knowledge to support the proper use, time, and dosage of crop protection and contraception products, providing access to accurate, timely and contextualized COVID-19 health messaging.
Objectives:
- Smallholder farmers receive distribution of in-kind crop protection products during planting, growing and harvest stages.
- Smallholder farmers have knowledge on the proper use of the donated crop protection products.
- Prevent transmission and keep smallholder farmer communities safe through access to accurate, timely, and contextualized COVID-19 health messaging.
- Better family planning programs of female farmers and farmers’ wives through contraception products distribution.
- Female farmers and farmers’ wives have knowledge on the proper use of the contraception product as well as family planning and reproductive health.
General Position Summary
District Coordinator will ensure that at least 50,000 rice/corn/horticulture farmers (20% are women) and 175 female farmers/farmers’ wives receive crop protection and contraception products, information on product knowledge and education, and accurate, timely and contextualized COVID-19 health messaging. S/he will lead the program plan, implementation, and monitoring in each district and collaborate with the district government agencies, farmer groups, farmer group unions, female farmer groups, Mercy Corps Indonesia COVID-19 COPE Program Partners, and Donor Business Partners.
Essential Job Function:
- Serve under the direction of POWER 2 Program Manager and Emergency Program Manager to implement program activities in the field, management of the grant and direct supervision of project activities to ensure the program will be reached 50,000 rice/corn/horticulture smallholder farmers and 175 female farmers/farmers’ wives by 30 June 2021;
- Develop monthly workplan and target and provide monthly progress against the target and workplan;
- Ensure the program will reach 10,000 female farmers and 175 farmers’ wives;
- Ensure the program will conduct Training of Trainers to 1,000 lead farmers in the participants’ communities on product knowledge of crop protection products. These lead farmers will become resource persons and assist farmers who will use the donor’ crop protection products for the first time;
- Ensure the program will conduct Training of Trainers to at least 40 Midwives of Community Health Center in sub-district level and the family planning extensions of National Family Planning Coordinating Board (BKKBN) on product knowledge of the donor’ contraception products;
- Ensure the data needed for program monitoring, evaluation, learning and report are available;
- Ensure all MCI’s administration, logistical, human resources and financial procedures followed in relation to implementation of this grant;
- Conduct regular site visits to MCI program sites to ensure proper delivery of services;
- Provide collaboration supervision of local partners’ activities implementation as per the agreement;
- Maintain close regular contact with the local government agencies, local partners and donor focal point to ensure quality outputs/services and trouble shoot any administrative problems;
- Attend coordination meetings and maintain regular contact with relevant local actors;
- Ensure program team members have understanding on program goal, outcome, outputs as well as their scope of work;
- Ensure program team members have capacity and able to implement program activities;
- Assist in monthly report writing on program progress, obstacles and recommendations;
- Assist in donor report writing as requested; including gathering of information;
- Assist supervisor and program management in filing and record keeping of project activities and data entry of program statistics as requested;
- Assist with security monitoring to ensure MCI staff, assets and partners are able to work securely;
- Must attend the workshops and seminars when asked.
Supervisor Responsibility: Operation Officer and MEL Officer.
Report to: POWER 2 Program Manager
Qualifications:
- University degree in Economic, Business, Social Studies, Agriculture or related fields;
- Minimum 3 years’ experience working with NGOs in Emergency, Recovery and Livelihood Programs;
- Experience work with the local government agencies in Emergency, Recovery and Livelihood Programs;
- Experience work with District and Sub district Agriculture and Extension Agencies would be an advantage;
- Experience in farmer mobilization and have knowledge on farmer groups, farmer group unions and female farmer groups;
- Experience in deliver trainings for farmers;
- Experience using digital data collection tools for monitoring the farmers’ participants;
- Understanding of working together with local partners;
- Experiences work with the private company or private foundation donor would be an advantage;
- Proven experience managing diverse and disparate projects;
- Experience in managing staff and understanding the need for regular support and follow-up to ensure that project objectives are being met;
- Good knowledge of MS Office software such as Excel, Word, and Access;
- Able to write and understandable spoken English are preferred;
- Driver’s license preferred.
