The development of BNPB support strategies for the implementation of the disaster management minimum service standard in DKI Jakarta

Background:

The Investing in Human Capital for Disaster Management (INVEST DM) 2.0 program in Indonesia began on May 17th, 2021. INVEST DM 2.0 builds upon the achievements of the USAID/BHA Technical Assistance and training teams (TATTs) program (2014-2019) and the first phase of the INVEST DM program (May 2019-Jan 2021). Program assistance focuses on the national level, with many of the interventions expected to flow down for sub-national uptake. It directly supports the Government of Indonesia (GOI) National Disaster Management Agency (BNPB) in building the capability of its workforce (bureaucratic reforms and capacity building) and national DM capacity through education and training initiatives and improved systems and strategies. The interventions will contribute towards strengthened sub-national DRM institutions and people at key administrative levels who will be better equipped and able to fulfill their mandates to deliver effective DRM services and save lives.

One of the activities that contribute to the achievement of improving systems and strategies for disaster management that are reliable, collaborative, and implementable is related to the Minimum Service Standards on disaster management. Based on the Minister of Home Affairs Regulation number 101/2018 concerning Basic Service Technical Standards on Minimum Service Standards for district and municipalities, it has provided a reference for district/municipalities governments to prioritize programs and budgets for the implementation of Minimum Service Standards (MSS), one of the tasks of BNPB is to provide guidelines and directions as well as to establish standardization of disaster management operations; so it is necessary to ensure that the implementation of basic services for disaster is in accordance with the guidelines and standards.

The Minimum Service Standard on disaster management regulations requires local governments to provide three basic services to the community, namely disaster vulnerability information: (a) disaster-prone information services; (b) disaster prevention and preparedness services; and (c) rescue and evacuation services for disaster victims.

Invest DM 2.0 will support BNPB to assist BPBD to implement Minimum Service Standards on Disaster Management (MSS DM) through the following activities:

  1. Develop strategies for BNPB to support the implementation of minimum service standards on disaster management at District / Municipalities.
  2. Trial of minimum service standard on disaster management implementation strategy in DKI Jakarta

INVEST DM 2.0 is seeking a qualified consultant to develop BNPB strategies to support the implementation of the Minimum Service Standard on Disaster Management in DKI Jakarta. The Consultant will engage the National Disaster Management Agency (BNPB), Ministry of Home Affairs (MoHA), Provincial Disaster Management Authority (BPBD) DKI Jakarta and relevant ministry, local government Units, and Stakeholders.

Purpose / Project Description:

The purpose and objective of this activity is to develop a strategy to support the implementation of Minimum Service Standard on Disaster Management through research, consultation and provide the recommendation to improve or strengthen the MSS DM implementation in DKI Jakarta. The Consultant will develop a tool to identify practices and lessons learned as well as gaps in the implementation of Minimum Service Standard on Disaster Management in DKI Jakarta and other subnational levels if necessary. Engage with BNPB and MoHA to capture expectations, evaluations from, and future plans in improving the implementation of MSS DM. This research will recommend strategies to fulfill the gaps, especially those that are the duties and function of BNPB in providing guidance, standards, and quality assurance of the MSS DM implementation by the local government. The strategies recommendation must consider governance setting in a special region, such as DKI Jakarta.

Consultant Activities:

The Consultant will be responsible for developing strategies to support the implementation of the Minimum Service Standard on Disaster Management in DKI Jakarta through research and consultations.

The tasks to be carried out include but are not limited to:

  • Develop design and methodology and tools of the research and consultation, in consultation with INVEST DM 2.0, BNPB and BPBD
  • Conduct the research and consultation
  • Consult findings and the draft report strategize development to INVEST DM 2.0, BNPB, MoHA, and BPBD DKI Jakarta
  • Prepare the strategy paper based on the findings and consultations
  • Present the final results to INVEST DM 2.0, BNPB, MoHA, and BPBD DKI Jakarta
  • Travel as needed

Consultant Deliverables:

  1. Desk/literature review
  2. Research design and tools
  3. Strategy paper that includes but is not limited to:
    1. Data analysis and strategize development to improve or strengthen / to fulfilling the gaps, especially those that are the duties and functions of BNPB in MSS DM implementation in the region.
    2. Good or promising Practices and lessons learned as well as gaps on MSS DM implementation in the region
    3. Expectations, evaluations, and future plans from BNPB and MoHA to the implementation of MSS DM.
    4. Activity Report
    5. List of data collected, list of respondents, interview results of each respondent/transcript
    6. Data tabulation as attachment to the final report

Timeframe / Schedule: 

The period of the performance is for 15 days, with intermittent input between November 29th, 2021 to January 17th, 2022

  1. Preparation: 3 Days

This activity includes desk review, refining study instruments, developing tools, and guiding questions for FGD and KII (Key Informants Interviews).

  1. Research Implementation 7 Days

This activity includes interviews, FGD, collecting secondary data, Consultant draft report, and finalizing the draft report.

  1. Reporting 5 Days

This activity includes a presentation to INVEST DM 2.0, BNPB, MoHA, BPBD DKI Jakarta, as well as submission the final report incorporating the feedbacks from INVEST DM 2.0, BNPB, MoHA, and BPBD DKI Jakarta.

The Consultant will report to:

INVEST DM 2.0 Institutional Capacity Building Specialist.

The Consultant will work closely with:

INVEST DM 2.0 Senior DRM Systems and Strategy Specialist, Senior Knowledge Management, Communication, and Research Specialist as well as Deputy Chief of Party, BNPB, MoHA, and BPBD DKI.

Required Experience & Skills:

The Consultant should have the following qualifications, competencies, and experience:

  • Minimum 5 years of experience in designing and conducting research
  • Technical expertise in disaster risk management and risk reduction (DRMRR) with significant experience working with government, at national and subnational levels, on technical training, workforce development, and organizational capacity development programs.
  • Must have a strong understanding and/or experience related to Minimum Service Standards in Disaster Management
  • The candidate must have a deep understanding of government business culture and processes with experience working with BNPB.
  • Excellent written and oral communication skills in both English and Bahasa Indonesia, including report writing and editing.
  • Extensive experience in producing high quality evaluations (a sample or summary of a previous program/regulation evaluation will be required).
