Deputy Chief of Party (DCOP) – INVEST DM 2.0
General Position Summary
Under the supervision and guidance of INVEST DM 2.0 Chief of Party, the INVEST DM 2.0 Deputy Chief of Party (DCOP) is responsible for substantive capacity building aspects of the program, providing strategic direction on training and organizational development activities in the field, leading on the documentation of lessons learned and best practice in DRM training, and knowledge management. The DCOP oversees training management including the design, planning, implementation, monitoring & evaluation and sustainability of training inputs, as well contributing to mainstream best practices at the national level. The DCOP will provide vision and strategy for provincial training and organizational capacity development and will seek innovative approaches, tools and methods that will lead to long-term sustainability and replication of DRM trainings and organizational capacity in collaboration with the donor, the private sector, civil society, universities and government ministries. The DCOP will also support the COP by playing a key role in program administration and compliance including assisting in the oversight and performance management of field staff.
Essential Job Responsibilities
- Leadership and Management: Provide general oversight of the training and organizational capacity building activities; responsible for coordination with the donor and BNPB for delivery of quality trainings and replication of outcome. The DCOP will assist the COP to lead the INVEST DM 2.0 Consortium by :
- Reviewing existing training curricula and organizational development modules and other relevant materials (including awareness-raising materials, handbook, poster, training fils etc);
- b. Reviewing the inputs of consortium partners to ensure that they comply with INVEST program strategy and synergize with local activities;
- c . Facilitate the standardization of national training modules, ensure the testing of curricula and modules and a feedback process to improve upon the trainings;
- d. work with field teams to ensure robust annual work plans that are reviewed and updated routinely and ensure strong linkages in provinces with consortium partner activities to avoid any overlap or missed strategic opportunities;
- e. play a critical supporting role in the performance management of staff ensuring that reporting is compliant with INVEST DM 2.0 program and Mercy Corps standards.
- Technical Expertise : Apply technical knowledge of Mercy Corps Indonesia’s systems and processes/activities, policies, strategies, including conducting field research and analysis. Provide guidance and support to BNPB and BPBDs on developing capacity building frameworks; working with field teams to identify key capacity development priorities in each of the targeted provinces and identifying specialists and consultants to support the capacity building activities.
- Representation and Coordination: The DCOP will be expected to support the COP to consult and liaise with relevant government agencies at the national and local levels; with the donor and with consortium members to ensure the quality INVEST DM 2.0 deliverables. The DCOP will have approval delegation for specialists and consultants provided to the INVEST DM 2.0 program through consortium partners. When the COP is absent from post, the DCOP will assume COP delegation.
- Monitoring, Evaluation and Learning : The DCOP will support the COP by working with the National Monitoring and Evaluation Specialist to analyze and report against the data collected from the INVEST DM 2.0 program, including ensuring that INVEST DM 2.0 consortium partner MEL systems comply with the INVEST DM 2.0 Monitoring, Evaluation and Learning Framework. The DCOP will support the monitoring, evaluation and measurement of the program’s training and organizational development implementation standards, impact and operational compliance, including assisting the M&E Officer in the development of surveys and the monitoring, evaluation and documentation of best practices. The DCOP will work closely with the M&E officer to establish rigorous monitoring and evaluation process for measuring the program baseline and end line surveys.
- Develop timely work plans and reports on program activities : The DCOP will assist in the management of field reporting including ensuring each province has robust work-plan, is providing weekly and monthly updates and is contributing in a timely fashion to the INVEST routine reporting processes. The DCOP will assist the COP in development of reports for the donor and the analysis of data for success stories and evidence of charge.
Qualifications:
- A Master’s Degree in a relevant field of Development Studies/International Development, Environmental Management and Policy, Education or relevant field;
- A minimum 15 years of experience in designing and managing training and/or organizational capacity building programs in the disaster management sector with demonstrated technical expertise in DRM;
- Experience in collaboratively working with development agencies, universities, donors and government departments, such as BNPB and BPBDs.
- Proficiency in English, both verbal and written communication is essential;
- Excellent communication, presentation, organizational and interpersonal skills;
- Strong familiarity with MS Word, Excel and Power point are mandatory;
- Demonstrated attention to detail, take initiative and set strategic objectives , anticipate and solve problems;
- Effective time management and organization skills including priority setting and responding to program needs.
