Data Management Officer (027-STRIVE-DMO)

General Position Summary 

Under the leadership of the Sr. MERL Officer and Program Manager of Strive Indonesia, the EKI Data Management Officer will work with the MERL Team as part of a team to operationalize and improve the MEL system, which heavily relies on a well-managed Strive Indonesia-EKI database. The EKI Data Management Officer is responsible for supporting Mercy Corps Indonesia staff and local partners in EKI intervention areas to regularly collect/ enter/ verify/analyze/ data and make timely database adjustments to measure the impact of Mercy Corps’ programs. The EKI Data Management Officer will directly work with the Sr. MERL Officer who is the point of contact for all Strive Indonesia staff regarding MERL support needs and operational issues. The EKI Data Management Officer will also closely coordinate with EKI facilitators and Training and Mentoring Team to help ensure monitoring and evaluation data is accurately incorporated into all reports and information products.

Essential Job Responsibilities

  • Conduct needs assessment, GESI assessment, baseline, and endline based on Mercy Corps Indonesia standard. 

  • Manage EKI program data and files in accordance with the MCI standard filing structure in the Synology storage platform or MCI Data Center.

  • Ensure all relevant program staff are able to utilize the database to analyze EKI program information and results

  • Ensure the EKI database is live and accessible to field offices

  • Review data being entered in the database regularly in order to locate and fix problems with data entry or integrity

  • Document system database contents, protocols and update manuals for smooth functioning

  • Produce analytical summaries: graphs, charts, and tables as requested to fulfil reporting requirements

  • Support Sr. MERL Officer to ensure MSEs (40% are women) in EKI intervention areas have access to training and mentoring on financial/digital literacy through digital and hybrid platforms. 

  • Support Sr. MERL Officer to ensure MSEs (40% are women) in EKI intervention areas received digital adoption coaching and support. 

  • Support Program Manager to prepare bi-weekly report on EKI project progress, challenges, and recommendations.

  • Ensure the data needed for program monitoring, evaluation, research, learning, communication, and report are available. 

  • Maintain close regular contact with the local government agencies, key partners, and local community partners to ensure quality outputs/services and trouble shoot any administrative problems.

  • Attend coordination meetings and maintain regular contact with relevant stakeholder.

  • Conduct travel to project locations to monitor quality of implementation and adjust plans and approaches to meet the program objectives. 

  • Assist in any other task or duty assigned.

Knowledge and Experience

  • BA or equivalent from a recognized institution, preferable in statistics, or mathematics and other relevant studies

  • Minimum 3 years’ experience working in M&E field

  • Microsoft certification is preferred

  • 1-3 years experience managing or designing MS Access databases, knowledge of sharepoint, data collection and data visualization tools is essential

  • Good basic math and analytical skills as well as a general knowledge of statistical or monitoring and evaluation principles

  • Proven experience digital data collection tools, include data visualization system/dashboard.

  • Fluency in spoken and written English

  • Advanced computer literacy in MS Access and other MS Office packages including Excel, and Power Point is essential

  • Ability to work without constant supervision and as part of a mixed team

  • Willingness to travel to all EKI intervention areas regularly

  • Have experience with digital financial services, digital marketing, digital training and mentoring would be an advantage. 

  • Have knowledge on Mercy Corps’ PM@MC 2.0 would be an advantage
