Consultant - The Adaption of Curriculum and Modules of Flood Courses
BACKGROUND
Indonesia is located in an area that has geographic, geological, hydrological, and demographic conditions that are prone to disasters, that requires systematic and coordinated efforts to manage the risks and impacts. The Law of the Republic of Indonesia No. 24 of 2007 concerning Disaster Management is a strong legal basis for a planned, coordinated, systematic and integrated disaster management mandated to various agencies at the central, provincial and regencies/cities level.
This Scope of Work supports INVEST-DM Output 2.3, namely the Pusdiklat has a mandatory curriculum to align with BNPB's strategic priorities. This Output is implemented by the Pusdiklat PB, supported by ADPC, the National Disaster Preparedness Training Center (NDPTC) and the University of Hawaii (UH) through the adaption of the relevant training system and curriculum.
NDPTC has offered an established and tested course curriculum and module on flood management and preparedness to be be adapted for the conditions in Indonesia. This course is relevant for Indonesia as there are flood events of increasing frequency and magnitude from year to year. Environmental degradation, high rainfall, poor drainage, management, and maintenance systems, as well as land subsidence and rising sea levels are among the causes of increasing flood events, sometimes with devastating impacts on people’s lives and livelihoods. The BNPB Education and Training Center (Pusdiklat PB) has not yet developed and conducted flood specific training program.
The adapted curriculum/module is expected to be used by the Pusdiklat PB and other training providers throughout Indonesia. The draft curriculum/module will be tested through a real face-to-face (or online) course, and is expected to be attended by 50 people from various backgrounds (provincial level BPBD officials, districts / cities in charge of preparedness, emergency handling and rehabilitation-reconstruction, as well as Pusdiklat’s trainers).
OBJECTIVE OF CONSULTANCY
In order to adapt the curriculum and training modules developed by the National Disaster Preparedness Training Center (NDPTC) University of Hawaii (UH), the consultant will review, translate and restructure the training curriculum and modules into the conditions of flood management in Indonesia. This is in recognition that the NDPTC training curriculum and module are not entirely applicable to the conditions in Indonesia.
There are 8 (eight) modules to be adapted:
- Module 1: Welcome, Introduction, Administration;
- Module 2: The Science of Flooding;
- Module 3: Flood and Disaster Risk Reduction Based Spatial Planning;
- Module 4: Flood Policy Planning;
- Module 5: Flood Forecasting and Public Information;
- Module 6: Safe Preparation and Mitigation for Flood;
- Module 7: Institutional and Flood Management Coordination; and
- Module 8: Course Summary and Administration
The adaption will have to consider and integrate the natural conditions (geography, hydrology, etc.) as well as the socio-economic, political contexts and institution of flood management in Indonesia.
DELIVERABLES
The consultant will adapt the following modules into the Indonesian context and in Bahasa Indonesia:
Module 1: Welcome, Introduction, Administration.
Module 2: The Science of Flooding
Module 3: Flood and Disaster Risk Reduction Based Spatial Planning
Module 4: Flood Policy Planning
Module 5: Flood Forecasting and Public Information
Module 6: Safe Preparation and Mitigation for flood
Module 7: Institutional and Flood Management Coordination
Module 8: Course Summary and Administration
These modules will be provided by the Pusdiklat PB and ADPC through NDPTC-UH to the consultant for review, translation and contextualization.
ACTIVITIES
The activities include, but not limited to:
- Consultation and planning with INVEST DM and Pusdiklat PB
- Review the curriculum and modules
- Adapt the curriculum and modules to the Indonesian context
- Develop online materials
TIMEFRAME / SCHEDULE
The consultants will provide intermittent input for a total of 30 person-days in 1.5 months engagement.
REPORTING
The Consultant will work under the supervision of the Country Representative of ADPC Indonesia, and work closely with the Program Support Officer and appointed Pusdiklat’s officers. The consultant will also consult and discuss with the relevant NDPTC personnel during the adaption of the curriculum and module.
Close supervision and support will be provided by INVEST-DM. The selected consultant is expected to engage in day-to-day communication with INVEST-DM (i,e, ADPC team) and the Pusdiklat PB. The selected consultant shall maintain an effective working relationship and consolidate the methodology to ensure that the work is thoroughly understood by the Pusdiklat PB.
INVEST-DM will facilitate communications and coordination throughout the period of the contract, and provide administrative and logistical supports during the implementation of this work. This may include adjustments in implementation as deemed necessary by INVEST-DM.
REQUIRED EXPERIENCE & SKILLS
- Conceptual and operational knowledge and experience in disaster risk management; experiences in flood risk management in Indonesia is an advantage.
- At least five (5) years’ experience in designing and compiling training curricula and modules
- Experience in training development and management
- Demonstrated knowledge of pedagogical and andragogic approaches in disaster risk reduction
- Good communication and presentation skills
- Excellent command of written and spoken English and Indonesian Language
- Ability to work in a collaborative and team environment
- Due to the urgent nature of the work, the consultant must be able to demonstrate good work ethics even in a highly pressured working environment
