Advocacy Focal Point (Code : 051-ADVOCACY- MRED)

General Position Summary 

The Advocacy Focal Point will be responsible for carrying out the tasks needed for smooth implementation for the project under the guidance of the Program Manager while closely working with both the DRR Focal Point and Program Coordinator. The Advocacy Focal Point has the overall responsibility for programming planning and implementation at the district level. S/he will be responsible for updating his/her weekly and monthly work plans in coordination with the DRR Focal Point and Program Coordinators. She/he will be the main representative of Mercy Corps Indonesia at the provincial/district level. It is pertinent to note that the precise scope of this position may be elaborated once the full team is in place, or during the inception phase.

Essential Job Responsibilities 

Strategy and Vision

  • Recognize opportunities for innovative action and suggest an environment where alternative viewpoints are encouraged and promoted

  • Follow direction by prioritizing and organizing related actions and resources to achieve objectives and contribute to program implementation. 

  • Develop and organize activities to secure resources for the program and build relationship with internal departments to provide support.

Program Management

  • In close coordination with the relevant government agencies, support the program team to select target villages/sub/villages and communities and oversee the implementation

  • Coordinate with project partners at district, sub-district, and village levels to fulfill the deliverables agreed on.

  • Supervise the implementation of training 

  • Support the Program Manager in implementing the program visibility plan

  • Support the Program Manager, in close coordination with the Technical Coordinators, with preparing reports as required by the funder

  • Develop a detailed work/budget plan based on already agreed milestones with the donor and ensure the program is implemented in line with Mercy Corps’ Resilience Framework

  • Contribute to the development and maintenance of all project planning documents and processes, including detailed work plans and MEL plan

  • Build and manage relations with partner organizations, as well as with relevant government partners to ensure quality implementation

  • Oversee the necessary administrative and logistical support required for quality program implementation

  • In coordination with the Knowledge Management and Learning officer develop communication materials of engagement with all stakeholders including quarterly bulletin, social media, publications, and outreach materials.

  • Support and contribute to the preparation of quarterly updates, reporting summaries, project narratives, and meeting minutes for internal and external audiences.

Security 

  • Serve as the Security Focal Point

  • Ensure compliance with security procedures and policies as determined by country leadership.

  • Proactively ensure that team members operate in a secure environment and are aware of policies.

SAFEGUARDING RESPONSIBILITIES

  1. Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.

  2. Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.

Knowledge and Experience 

  • University degree, preferably in social sciences, economics, or rural development.

  • 4+ years’ experience working in development programs with an emphasis on economic development in rural settings (experience in training and mentoring programs for entrepreneurs or financial literacy would be an advantage)

  • Proven experience in managing, or supporting, programs at provincial and district levels

  • Proven experience in managing relationships with diverse stakeholders including government in Province, District, and community actors

  • Strong communication and organizational skills

  • Ability to work independently with minimal supervision.

  • Computer skills with strong familiarity with Microsoft Word, Excel, and PowerPoint.

  • Excellent verbal and written communication skills 

  • Very good understanding of the English language
