Program Officer (020-PO-IUWASH PASAR)

General Position Summary 

Under the leadership of the Regional Manager, the Program Officer (PO) will be responsible to support the implementation of the demand activation approaches aims at improving sales of WASH products and services in the community and the program’s Monitoring, Evaluation, and Learning (MEL), including data collection and data management protocol, as well as evidence-based learning. The Program Officer will implement the activities related to demand activation and MEL in consultation with the WASH SBC Lead and MERL Manager in the National Office. The PO will report to the Regional Manager and will be based in Province Office (Kota Probolinggo or Kota Parepare).

Essential Job Responsibilities

  • Work closely with the WASH SBC Lead, MERL Manager, and Provincial Team Members to ensure demand activation, MEL, and CARM activities are implemented in the project areas.

  • Collaborate with the program team members (Business Development Officer/BDO, Market System Development Specialist/MSDS) in the Provincial Office to engage stakeholders (WASH entrepreneurs, private sectors, market actors, etc) and facilitate the implementation of related capacity building activities such as training, workshop, mentoring, etc).

  • Lead the implementation of demand activation activities in each project location in close coordination with field facilitators.

  • Monitor program activities and program achievements, including indicator tracking based on the project’s KPI at provincial level.

  • Responsible to provide proper data and supporting documents to the National Office.

  • Conduct data collection and survey, including collecting success stories, lessons learned or feedback from program participants and support the development of narrative progress reports.

  • Support the activation of program CARM, including socialize CARM channels to program participants, maintain and monitor program CARM channels under coordination with the IUWASH Pasar CARM focal point in the National Office.

  • Maintain all the program filing and documentation (hard and soft copies) related stakeholders and program participants database, attendance list, minutes of meeting, reports, photos documentation, success stories and CARM. 

  • Contribute to activity, monthly, quarterly or annual reports, as required. 

  • Work with wash enterprises and monitor sales of WASH products and services.

Knowledge and Experience

  • A minimum of 5 years of MEL professional experience in the non-governmental organizations, national or international donor projects. Experience in the WASH behavior change is preferred. 

  • Barchelor’s Degree in the field of public policy, economics, environmental engineering, or social science discipline, etc.

  • Have experience in facilitating capacity building activities (training, workshop, etc) or engaging stakeholders 

  • Sound knowledge of the MEL system and tools, including the use of results frameworks/logframe, indicators, data toolkit, software, or adaptive programming

  • Familiar with research methodologies or have experience in project research

  • Have experience in conducting surveys

  • Have experience in writing MEL Report

  • Computer literate: excellent skills in MS Office, especially MS Excel. Excellent skills in the use of MEL software will be advantage

  • Cultural sensitivity and being able to work effectively with a wide range of people at the community level

Success Factors 

The ideal Program Officer candidate will be results and quality-oriented, with strong interpersonal skills and an ability to create and maintain effective working relationships with the USAID IUWASH Pasar and YMCI teams. S/he will be creative, a self-starter, with flexibility, open-mindedness, and the ability to work in a team.

Living Conditions / Environmental Conditions 

The position will be based in Kota Probolinggo or Kota Parepare. Some travel to the field may be required. All Yayasan Mercy Corps Indonesia members represent the agency both during and outside of work hours when deployed in a field position or on a visit/TDY to afield posting. Staff are expected to conduct themselves in a professional manner and respect local laws, customs, and Yayasan Mercy Corps Indonesia’s policies, procedures, and values at all times and in all in-country venues.
