Wash Engineer - Cianjur Earthquake Response

Program Summary

A 5.6 M earthquake with a depth of 10 km occurred in the area of Sukalarang, Sukabumi District, West Java Province, on 21 November 2022 at 13.21 UTC+7.  The epicenter is located at 6 86 S, 107 01 E. The earthquake caused significant damage, and landslides triggered by the earthquake caused further damage to the highly populated area and caused road blockages. As of 27 November 2022, 285 aftershocks have been recorded. Initial reports indicate that significant damage to infrastructures was caused by moderate but shallow earthquakes. Cianjur is amongst the most densely populated areas of West Java. The full extent of the damage is still being assessed.

The earthquake has caused 323 casualties, 9 people missing, 2,046 people were injured, 63,229 houses damaged, 558 public facilities damaged, including hospitals, mosques, schools, and government offices, 2 bridges damaged, and 101,153 individuals displaced/affected (48,904 male and 52,249 female).

The earthquake has damaged and affected people’s houses and belongings and as the result, they now are lacking basic needs, including WASH. MCI will conduct Rapid Needs Assessment, Market Assessment, and GESI Assessments to confirm the needs. MCI will distribute NFI in shelters, provide clean water and distribute cash transfers to the affected people. Afterward, MCI will conduct Post Distribution Monitoring and will gather learning. 

General Position Summary

The Water and Sanitation engineer will be based in Cianjur District. He/She will ensure quality construction/instalation for WASH structure/facilities to be build in collaboration with communities who are affected by Cianjur Earthquake. The WASH Engineer will work closely with Field Coordinator to oversee the Water point/ water source construction process by the communities. He/She will conduct quality control and advice on the proper maintenance of the WASH structure (including its treatment once the structure is no longer needed) and to advice on the appropriate design that meets health standars while still culturally acceptable and apropriate to WASH principals.

This position is temporary for 2 (two) months and will be based in Cianjur District, Indonesia, and requires living near the areas impacted by the earthquake. Thus, living conditions may be rudimentary. 

Essential Job Responsibilities

• Coordinate with Wash Cluster, village government, Wash Committee (KP-SPAMS) if any, PAMSIMAS if any, as well as other related stakeholders. 
• Lead WASH assessment, water provision design and installation of WASH facilities for emergency response as well as early recovery.
• Register the water provision program participants.
• Ensure that all of the construction materials needed are met and ready for communities to carry out the construction process in time.
• Ensure monitoring of WASH facilities’ construction, maintenance, and usage.
• Supervise the construction of temporary WASH structures meets the healths and safety requirements and are accessible for vulnerable people, people with disabilities, pregnant woman, children, elderly.
• Encourage the involvement of communities in all stages of the works.
• Ensure additional labor is organized when required in coordination with the Team Leader.
• Ensure proper documentation; photo and story/ testimony of WASH Intervention as well as its Consent Form completion.
• Set up CARM for water points and collect feedback.
• Prepare and make sure all WASH material related to Emergency Response from the field will be returned to Jakarta as needed by end of the intervention.
• Support Aid Distribution if needed.
• Assist Post Distribution Monitoring if needed.

Knowledge and Experience

• IRT member with emergency response experience and who has completed IRT training is preferred.
• Have good interpersonal skills.
• 2 years experience working in WASH program and overseeing WASH facilities construction.
• Bachelor’s degree or equivalent in Civil Engineering or related field.
• Wiilingness to work in remote rural settings in Cianjur District.
• Cultural sensitive and able to work effectively with a wide range of people in community level.
• Independent and have strong organizational skills; demonstrated experience working with multi disciplinary team and able to follow procedures and meet deadlines.
• Experience working in Microsoft Office applications and AutoCad is required.
• Candidate must be willing to travel regularly and works on weekends or evening as necessary (considering the urgency and the nature of working with communities).
• Good writen and spoken in english is a plus.
