Program Director – LeaN On Project

Program Summary

Under USAID funding, Mercy Corps Indonesia is implementing the “Investing in Human capital for Disaster Management (INVEST-DM) program at the national level. INVEST-DM is supporting the Government of Indonesia in BNPB capacity development to deliver effective disaster risk management (DRM) services and save lives that includes having a strategy for inclusive public education campaign on disaster risks and mitigation. Therefore, a complementary project, LeaN On, is initiated with additional USAID funding through USAID MAJU to contribute to measures led, and coordinated by BNPB to apply just-in-time and inclusive communications so mitigation against the COVID-19 risks can be implemented by people with disabilities and the most marginalized members of societies. The LeaN On project: Leaving No One behind through Outreach to People with Disabilities and the Most Marginalized Socioeconomic Groups on Public Education and Communications for Covid-19 Risk-Mitigation; will be implemented with consortium partners who mobilize and manage caseworkers in seven (7) areas, i.e. Greater Jakarta, Bandung, Medan, Yogyakarta, Greater Solo, Greater Surabaya, and Greater Kediri.

The Program Director (PD) is a key leadership position that is responsible for overseeing the management and operation of the implementation of the USAID INVEST DM’s LeaN On initiative. The PD directs the multidisciplinary implementation team and experts to deliver results in the most efficient and effective ways possible to ensure significant contribution of LeaN On to USAID’s Goal to support BNPB Indonesia in the risk mitigation of the Covid-19 pandemic. The PD is accountable to ensure the management of relationship with all partners from the program consortium, and partners adhere to their contractual obligations in providing quality deliverables. Under the overall direction of the Chief of Party of USAID INVEST DM, the PD of LeaN On initiative has full accountability for the execution and monitoring of the program in the manners adaptive to the dynamic Covid-19 mitigation measures in Indonesia. 

This position temporary for 4 months’ contract

ESSENTIAL JOB FUNCTIONS:

  • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed;
  • Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to BNPB inclusive public education strategy development/ improvement;
  • Develop and organize activities to secure resources that complement and/or support the continued assistance to target participants of LeaN On program;
  • Oversee program startup and ongoing program management across program operating locations;
  • Ensure program is on-time, on-scope, and within budget;
  • Structure her/his team to ensure that all program aspects meet the highest programmatic standards and adhere to industry norms/regulations;
  • Ensure optimal integration of all program components for maximum impact;
  • Track program objectives and deadlines;
  • Ensure the monitoring of all grant agreements for compliance with Mercy Corps Indonesia policies and procedures as well as donor/ government/ external rules and regulations;
  • Oversee the performance of sub-grantees, STTAs and contractors;
  • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan;
  • Oversee program implementation strategies, including participants targeting, outreach process and capacity building of partners/ caseworkers and GoI counterparts as needed;
  • Utilize internal systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps Indonesia policies and procedures;
  • Integrate needs assessments, surveys, and other action research tools to ensure that Mercy Corps Indonesia has continued access to updated information and is able to address emerging needs in timely manner;
  • Oversee all aspects of design, monitoring, evaluation and learning, and ensure that all program aspects are documented and archived according to internal/ donor requirements;
  • Ensure the program is in alignment with Mercy Corps Indonesia’s principles, values and the program’s strategic plan and meet program management minimum standards (including risk and issues management).

Accountability

Reports Directly To: INVEST-DM Chief of Party

Works Directly With: INVEST-DM Management and Operations team; the accountable leaders of LeaN On consortium partners; and MCI respective personnel.

Qualifications:

  • A Ten years of management experience in progressively responsible positions;
  • Strong management and leadership skills, with good knowledge of relevant cross-cultural issues;
  • Experience leading the implementation of multi-sector integrated projects;
  • Experience in international development, resilience or public health program management, or other relevant field; MD/MBA/MPH or equivalent education is an advantage;
  • Strong interpersonal and communication skills; ability to develop good relationships with a wide range of actors required;

Experience representing the organization and its interests to a diverse range of local stakeholders, private sector actors, Government and partners.
