Outreach and Social Support Manager – LeaN On Project

Program Summary

Under USAID funding, Mercy Corps Indonesia is implementing the “Investing in Human capital for Disaster Management (INVEST-DM) program at the national level. INVEST-DM is supporting the Government of Indonesia in BNPB capacity development to deliver effective disaster risk management (DRM) services and save lives that includes having a strategy for inclusive public education campaign on disaster risks and mitigation. Therefore, a complementary project, LeaN On, is initiated with additional USAID funding through USAID MAJU to contribute to measures led, and coordinated by BNPB to apply just-in-time and inclusive communications so mitigation against the COVID-19 risks can be implemented by people with disabilities and the most marginalized members of societies. The LeaN On project: Leaving No One behind through Outreach to People with Disabilities and the Most Marginalized Socioeconomic Groups on Public Education and Communications for Covid-19 Risk-Mitigation; will be implemented with consortium partners who mobilize and manage caseworkers in seven (7) areas, i.e. Greater Jakarta, Bandung, Medan, Yogyakarta, Greater Solo, Greater Surabaya, and Greater Kediri.

The Outreach and Social Support Manager (OSS Manager) position will be responsible for the day-to-day management of the implementing partners for outreach preparation, mobilization of promoters, and ensuring linkages between relevant social economic and psychosocial support programs, schemes, and easy-to-access local actors and the implementing partners to the promoters (caseworkers). The position will supervise the two-way flow of just-in-time information regarding the Covid-19 mitigation. This position will conduct regular coordination with all relevant counterparts of the program and communicate current issues and resolutions of field outreach activities. In concert with the Monitoring and Information System Manager and close coordination with the implementing partners, the OSS Manager will manage LEAN ON’s complaint-handling. The position will also be responsible to generate brief weekly (to gradually bi-weekly) update on the progress, challenges, and gap reported by the caseworkers on participants’ access to just-in-time communication for the Covid-19 mitigation.

This position temporary for 4 months’ contract

Essential Job Responsibilities

Outreach team building & management

  • Develop Covid-19 outreach caseworker’s detail scope of work in close collaboration with the consortium partners, monitor the recruitment and participate in the caseworkers’ onboarding;
  • Lead the designing of generic training agenda and modules for outreach coordinator and caseworkers in concert with consortium partners and designated STTA(s);
  • Oversee and support the customization of training and other ongoing capacity building materials conducted by the consortium partners;
  • Liaise with MIS manager, INVEST-DM staff, and BNPB to ensure compliant registry of the caseworkers to BNPB’s volunteer data systems;
  • Compile and synchronize weekly and monthly plan and local mitigation measures in prepared by the consortium of implementing partners;
  • Carry out assessments to identify and analyze trends of complaints, or protection concerns;
  • Get up to speed with, and assist partners to implement Mercy Corps Indonesia Gender Equity policy, Child Protection Policy and applies Do No Harm approaches.
Behavior change communications
  • Review and/or ensure the project’s just-in-time communications apply behavior change principles;
  • Ensure that program implementation is responsive to the need to the target participants and partners;
  • Ensure that participants are effectively targeted according to established criteria;
  • Facilitate virtual and offline post action reflection and exchanges of good enough practice of just-in-time Covid-19 mitigation outreach among the consortium partners and relevant stakeholders;
  • Collaborate with Learning & Impact Communication Officer to integrate learnings into upcoming activities, as appropriate;
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps Indonesia policies and procedures;
  • Assist to ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
Linkages & Social protection
  • Ensure curation of active social protection schemes or initiatives at the national and local by public and private actors are feeding into the project information system; and are coordinated with the consortium partners;
  • Draft and/or review scope of work to hire and manage specific short-term technical assistance (STTA)s including review for technical efficacy in provision of psychosocial support, technical quality assurance, and other relevant support to the work of the caseworkers;
  • Map and liaise with other national actors and organizations implementing Covid-19 mitigation initiatives for similar target participants to leverage and synchronize support to people with disabilities and the most marginal members of societies;
Support
  • Ensure compliance with donor and Mercy Corps regulations related to emergency programming;
  • Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget;
  • In concert with the MIS Manager, establish complaint handling procedures and the supporting ICT tools for user-friendly utilization and complaint verification;
  • Establish and maintain a comprehensive filing system for the mobilization activities including project documents, monitoring notes and photos;
  • Conduct regular coordination, and generate periodic summary report on qualitative and quantitative progress of program as deemed necessary;
  • Contribute to all project reporting to donors and GOI;
  • Any other task with consent as deemed necessary to achieve project objective.

 

Supervisory Responsibility

Outreach coordinators from all consortium partners.

Accountability

Reports Directly To: LeaN On Program Director

Works Directly With: MIS manager, respective STTAs directly linked to expertise needed to counsel caseworker groups or participants, Consortium Partners PICs, INVEST-DM staff, MCI MEAL staff and fundraising personnel.

Qualifications:

  • At least 8 years’ experience of working with networks of communities in public education, behavior change communications, emergency response, and/or public health programs;
  • Ability to the design, implementation and delivery of grass-root level assistance;
  • Excellent comprehension of behavior change ladder with illustrated examples from experience;
  • Excellent facilitation skills, with good understanding of relevant cross-cultural issues;
  • Bachelor’s degree in any social science, with record of accomplishments/ applied knowledge of positive behavior change outcomes;
  • Ability to follow procedures, meet deadlines and work independently as well as cooperatively with team members;
  • Written and oral communication skills in English preferred;
