Learning and Impact Communication Officer – LeaN On Project
Program Summary
Under USAID funding, Mercy Corps Indonesia is implementing the “Investing in Human capital for Disaster Management (INVEST-DM) program at the national level. INVEST-DM is supporting the Government of Indonesia in BNPB capacity development to deliver effective disaster risk management (DRM) services and save lives that includes having a strategy for inclusive public education campaign on disaster risks and mitigation. Therefore, a complementary project, LeaN On, is initiated with additional USAID funding through USAID MAJU to contribute to measures led, and coordinated by BNPB to apply just-in-time and inclusive communications so mitigation against the COVID-19 risks can be implemented by people with disabilities and the most marginalized members of societies. The LeaN On project: Leaving No One behind through Outreach to People with Disabilities and the Most Marginalized Socioeconomic Groups on Public Education and Communications for Covid-19 Risk-Mitigation; will be implemented with consortium partners who mobilize and manage caseworkers in seven (7) areas, i.e. Greater Jakarta, Bandung, Medan, Yogyakarta, Greater Solo, Greater Surabaya, and Greater Kediri.
The Learning and Impact Communication Officer (LICO) position will be responsible to regularly harvest and synthesize learning and human-interest stories from the counterparts and implementing partners. The LICO will collaborate with respective team members of INVEST DM (Knowledge management and Communications & MEL Specialists) and Mercy Corps/ Indonesia to generate compelling and appropriate program communication products, such as, web article, open-editorial ghost writing (for BNPB), results brief/ feeds, infographics, social media promotion/campaign, etc. to gain positive traction for inclusive and timely Covid-19 mitigation support from all of societies in Indonesia.
This position temporary for 4 months contract
Essential Job Responsibilities
Learning & communications
- Develop and execute practical project communication plan (digital and offline) to increase the project’s visibility within the Covid-19 pandemic response efforts led by BNPB/ local task forces;
- Develop a simple tool to collate and aggregate learnings under a standardized framework (MCI or USAID), including identifying learning opportunities and appropriate channels of disseminating them;
- Liaise and work closely with INVEST-DM and MCI MEAL team in using standardised tools and guidelines;
- Provide support on ensuring that learning is incorporated into partners periodic reporting;
- Document, collate, and feed lessons learned into adaptive program implementation;
- Leverage lessons learned, best practices, program data, and draft evidence-based information, report annexes, success stories, case studies and other high quality, results-based documentation;
- Identify and document different case stories and communications points and process across project locations.
Content creation & dissemination
- Conduct regular results harvesting digitally, and travel to the field when feasible or needed to research and gather impact stories, photo and video content of LeaN On partners, caseworkers, participants, and other stakeholders;
- Work with other LeaN On and INVEST-DM functions to document and curate story feeds, byline articles, press releases, etc. based on the program’s activities to be published in the media, reports and other communications forums;
- Prepare content for and regularly manage social media platforms (in accordance with USAID Indonesia guidance and protocols.) as well as ensure that the program has an active online presence;
- Work closely with the regional and global communications team to disseminate content through media channels in order to create visibility for the program;
- Conceptualize and organize virtual events in line with the program’s communications activities including learning events, fireside chats with caseworker groups, and utilizing STTA expertise to fuel outreach by caseworkers.
Program support
- Support the documentation/ reporting of results by the MIS Manager, and INVEST-DM Monitoring, Evaluation and Learning staff;
- Generate creative communication and dissemination ideas to increase the visibility of LeaN On/ INVEST-DM outputs;
- Support the program team to execute partner communication efforts to create visibility of partner activities;
- Work with other MCI team members to contribute content towards regular reporting to the donor;
- Provide written and verbal translation of documents, project papers, at meetings, etc. as requested;
- Perform any other related duties that may be assigned with consent.
Supervisory Responsibility
No direct reports. However, the incumbent should work closely/collaboratively with the overall INVEST DM Knowledge Management and Communications Specialist as well as the INVEST DM MEL Specialist.
Accountability
Reports Directly To: LeaN On Program Director
Works Directly and Liaise With: Communications and ME/L staff from all consortium partners, all project team, BNPB counterparts, BNPB/ local Covid-19 Mitigation task forces’ Media partners, and credible public health journalist(s)/ desks; potentially USAID communications staff.
Qualifications:
- Demonstrated experience in knowledge harvesting, communication and creative storytelling;
- Recognized qualification in Communications or a relevant field. Masters will be an added advantage;
- Minimum of 3-4 years of progressive experience working in communications, knowledge harvesting, qualitative research preferably with a focus on resilience, inclusive society, or gender studies;
- Excellent record of accomplishment in copy writing and editing skills, and a portfolio of quality written products for a variety of formats (e.g. blogs, articles, op-eds, press releases);
- Proven experience in developing and executing communications plans;
- Experience in (co)-organizing virtual/ live press conference or media gathering is preferred;
- Experience in content production (e.g. video and still photography) is a plus;
- Strong interest in inclusive society, resilience, disaster risk management;
- Excellent interpersonal skills with an ability to connect with a range of individuals who have a broad range of backgrounds and expertise.
