Grant Finance Officer – LeaN On Project

Program Summary

Under USAID funding, Mercy Corps Indonesia is implementing the “Investing in Human capital for Disaster Management (INVEST-DM) program at the national level. INVEST-DM is supporting the Government of Indonesia in BNPB capacity development to deliver effective disaster risk management (DRM) services and save lives that includes having a strategy for inclusive public education campaign on disaster risks and mitigation. Therefore, a complementary project, LeaN On, is initiated with additional USAID funding through USAID MAJU to contribute to measures led, and coordinated by BNPB to apply just-in-time and inclusive communications so mitigation against the COVID-19 risks can be implemented by people with disabilities and the most marginalized members of societies. The LeaN On project: Leaving No One behind through Outreach to People with Disabilities and the Most Marginalized Socioeconomic Groups on Public Education and Communications for Covid-19 Risk-Mitigation; will be implemented with consortium partners who mobilize and manage caseworkers in seven (7) areas, i.e. Greater Jakarta, Bandung, Medan, Yogyakarta, Greater Solo, Greater Surabaya, and Greater Kediri.

The Grant Finance Officer (GFO) will be the main focal person for all Mercy Corps Indonesia efforts for timely reporting and grant management compliance by (sub)grantees of the LeaN On initiative. S/He will work closely with the designated counterparts in the sub-grantee organizations, the MIS Manager and the OOS Manager to consolidate financial and programmatic documentations that verify compliance to sub-grant/ contractual agreements and their annexed rules and regulations. S/He will also be the focal person for ensuring that necessary internal approvals to sub-grantees’ work plans are granted and the budget and narrative requirements are met. The GFO will regularly, and upon request, communicate grants compliance requirements to program teams. S/He will also serve as the focal point to ensure compliance with Mercy Corps Indonesia internal systems. The GFO will work under the direct supervision of the LeaN On Program Director. S/he will have working relationships with all LeaN On team members, INVEST-DM Operations team, and all other departments at Mercy Corps Indonesia in coordinating all grants/reporting-related tasks.

This position temporary for 4 months contract

Essential Job Responsibilities

Grant Finance

  • Work with program team to prepare budgets for funding proposals submitted by LeaN On/ INVEST-DM;
  • Support in preparatory work for due diligence assessment of partners and follow up;
  • Ensure all financial transactions are recorded correctly in accordance with the relevant grant agreement/ contract;
  • Support and/or prepare monthly project accounts for all grants;
  • Regularly review project accounts generated by MCI, to ensure any variances are highlighted and corrective action taken where necessary;
  • Support program director and MCI management in communicating any relevant financial matters to donors, including exchange rate variations where relevant;
  • Prepare timely and accurate financial reports in accordance with donor requirements;
  • Ensure electronic and hard copies of supporting documentation are complete and compliant with donor requirements;
  • Where relevant ensure timesheets are consistent with salary costs charged to donors;
  • Carry out other tasks relating to matters of grant finance as required by the project or MCI. 

Compliance and Audit

  • Ensure familiarity with terms and conditions of all donors, advising program management and the respective Finance Managers/ Officers of subgrantee(s) as required;
  • Ensure compliance with donor and Mercy Corps regulations related to emergency programming;
  • Draft and/or Review scope of work any short-term technical assistance (STTA), including review for technical efficacy and contractual agreements;
  • Under the supervision of the Program Director, INVEST-DM management, and/or MCI Finance Director coordinate all donor audits.

Supervisory Responsibility

No direct reports. However, the incumbent should work closely/collaboratively with the INVEST DM overall Operations Coordinator and Talent Management Officer especially concerning STTA, BAST reporting, VAT exemption requirements.

Accountability

Reports Directly To: LeaN On Program Director and dotted line to Finance and Operation Director MCI

Works Directly With: LeaN On program team members, MCI respective personnel, respective grant/finance counterparts of the implementing partner organizations.

Qualifications:

  • Education working towards accounting qualification;
  • Proficiency in written and spoken English;
  • Experience in working with international NGOs or institutional donors, e.g. USAID, ECHO, and experience of grant finance;
  • Experience in bookkeeping and financial accounting;
  • Experience in project budgeting, accounting and reporting;
  • Meeting requirements of auditors.
