Development of Pusdalops PB Online Module and Course – Data and Information Management (Re-advertise)

Background:

The Investing in Human Capital for Disaster Management – INVEST DM 2.0 is a cooperation program between the government of United States of America through United States Agency for International Development (USAID)/Bureau for Humanitarian Assistance (BHA) with the Government of Indonesia (GoI) through the National Disaster Management Agency (Badan Nasional Penanggulangan Bencana – BNPB). INVEST DM 2.0 is a multi-year program implemented by Mercy Corps with consortium partners Yayasan Mercy Corps Indonesia (YMCI) and University of Hawaii (UoH) – designed to provide a holistic approach that can support BNPB in carrying out its roles and duties to fill systems and skills gaps in priority areas, including increasing technical capacity for emergency preparedness, response, and recovery; policy and development planning; institutional governance; and organizational development.

The main objective of the INVEST DM 2.0 is to strengthen the capacity of disaster management agencies in Indonesia and resources at various administrative levels so that they are able to fulfil their mandate in providing effective and life-saving disaster management services. One of the focuses of INVEST DM 2.0 is for systems strengthening to improve guidelines and procedures.

Purpose / Project Description:

BNPB Regulation 04/2019 regarding the Organization and Governance of BNPB underlines the shifting roles and responsibilities of Pusdalops at BNPB. Since 2020, Pusdalops BNPB is tasked to perform the coordination, preparation, data processing and analysis of potential disaster threats, mobilization of resources, dissemination of information, implementation of emergency communication and recommendation of disaster emergency operations. In performing their tasks, the function of Pusdalops BNPB includes:

  1. Data processing, analysis, and dissemination of disaster emergency information;
  2. Preparation of coordination for the formulation of norms, standards, procedures, and criteria in the field of operation control for disaster emergency management;
  3. Preparation of the emergency operation plan during emergency preparedness, emergency response, and transition from emergency to recovery;
  4. Development of recommendation for disaster response operation;
  5. Preparation of coordination, communication, and synchronization of disaster management across sectors.

The Ministry of Home Affairs (MoHA) Regulation 101/2018 regarding the Minimum Service Standard on Disaster Management (SPM-PB) also included Pusdalops’ service delivery as one of sub-activity indicator related to disaster preparedness. Local governments at the municipal level are required to establish Pusdalops and its infrastructures for disaster prevention and preparedness services to communities.

From the above obligatory mandates, Pusdalops BNPB with support from Pusdiklat BNPB and INVEST DM 2.0 will develop online course for conducting basic Pusdalops roles. This online course will target all Pusdalops implementing staff at the national, province, and municipal levels, to improve knowledge and skills in performing basic Pusdalops’ tasks.

INVEST DM 2.0 is seeking a team of experts to develop an online course (Bimbingan Teknis/Bimtek)hereinafter referred to as Bimtek on Data and Information Management for Pusdalops PB. The online course will be developed using openedX platform embedded in Pusdiklat BNPB. This is going to be a self-paced online learning with self-explanatory presentations with voice and/or videos, with quizzes and assignments as well as online consultation with instructors or trainers at the end of each learning unit.

Consultant Activities:

Under this assignment, the selected consultant under the guidance of INVEST DM 2.0 and close coordination with Pusdalops and Pusdiklat BNPB, shall perform the following roles and activities:

  1. Study the practice of data and information management in the Pusdalops BNPB/BPBD/other agencies as relevant. Combining these practices with the theory and good practices in data and information management to create training materials relevant for Pusdalops staffs.
  2. Develop and trial the online Bimtek on Pusdalop’s Data and Information Management. Minimum substance materials to be covered in this subject, including:
    1. The application of data and information management in Pusdalops PB, including the collection, analysis, storage, dissemination, and monitoring and evaluation.
    2. The utilization of social media, search engines, specific application, as well as social media crawling/scraping in data and information management.
    3. Catalogue of various disaster monitoring applications in one of the bimtek material. List of applications will be provided during the development.
  3. Develop training management materials including but not limited to, for each of the above Bimtek subjects:
  • Question bank for pre-and-post tests and quizzes
  • Individual and group assignments
  • Templates for participant registration, training report, and scheduling.
  1. Embed the course design, modules, and materials of each Bimtek subjects in Pusdiklat BNPB’s LMS. Please note that the online course will be delivered using the existing openedX Learning Management System (LMS) platform in Pusdiklat BNPB. All course/training materials should be in the form of video and/or presentation with voice-recorded explanations. Conduct testing and ensure both Bimtek subjects are ready to be launched.
  2. Guide the establishment of Bimtek management team in Pusdalops BNPB as required.
  3. Coaching to BNPB’s personnel on Bimtek management and utilization of openedX platform. Review and adjust the existing e-Learning Manual as a reference for coaching.
  4. Launch and deliver the online course on Pusdalops PB.
  5. Facilitate a review on the pilot online course program process and result. Conduct revisions and improvements to the manual/checklist, module/training materials, as well as the course settings in openedX platform.
  6. All activities must be conducted in tandem and consultation with Pusdalops and Pusdiklat BNPB and INVEST DM 2.0 team. Engaging BNPB Pusdiklat’s trainers or Widyaiswara in developing the Bimtek modules and materials is highly recommended.

Consultant Deliverables:

  1. The approved online course design on Pusdalops’ Data and Information Management
  2. The approved and tested online Bimtek module/training materials
  3. Training management materials (i.e., pre-post tests, quizzes, assignments, templates, manual/checklist)
  4. Embedded online Bimtek at Pusdiklat BNPB’s LMS platform, tested and running
  5. Activity completion report.

Timeframe / Schedule: 

This is deliverable-based assignment to be performed from May until August 2022.

The Consultant will report to:

Senior Disaster Risk Management, Systems and Strategy Specialist.

Required Experience & Skills:

  • Experiences in developing online or offline training modules.
  • Experiences in managing and operationalizing offline and online training program.
  • Experienced in developing online-based training modules using OpenedX platform.
  • Familiar with the LMS of Pusdiklat BNPB is a plus.
  • Having expertise in the field of emergency operations center.
  • Having expertise on emergency data and information management.
  • Having expertise in training development and training management.
  • Having expertise in coding/programing, LMS/VLE and MIS/SIS.
