Consultant - Lead Researcher

BACKGROUND

The Government of Indonesia issued President Regulation No. 82/2020 and created a policy committee for the handling of COVID-19 and National Economic Recovery. That translates into the restructuring of the previous Taskforce to sit under the new committee and the establishment of an Economic Recovery Taskforce. With the two-prong model, the Government aims to manage the disease transmission and while concurrently optimizing its support to citizens through responsive social protection services/ schemes. 

INVEST-DM LeaN On (LeaN On) program is a Covid-19 risk-communications and community engagement (RCCE) to people disabilities and marginalized members of societies that will be implemented in six cities in Indonesia (i.e. Medan, Greater Jakarta, Bandung, Yogyakarta, Greater Solo, and Greater Surabaya) in September through December 2020. The program envision that people with disabilities and marginalized communities attain equitable access to protection during the COVID-19 pandemic through access to timely and inclusive risk-communication and linkage to supporting services/schemes.

Therefore, to gain better insights of the target population about Covid-19, transmission prevention, and challenges faced to apply the preventive behaviors, and inform adjustment of risk-communication strategies, a baseline survey should be conducted. Findings from the assessment will help LeaN On understand the knowledge, attitudes, and practices (KAP) toward COVID-19 before RCCE is rolled out. LeaN On will also assess the coverage (C) of the social protection services/ schemes among the program target participants/ beneficiaries. 

A quantitative approach will be utilized to achieve the objective of this survey. A cross-sectional survey is considered the most appropriate way to gather information on COVID-19 from statistically representative sample of 165,000 target participants; and potentially sample of formal leaders at the city and/or smaller administrative levels. The Baseline instruments will mainly adopt the Covid-19 KAP study by Zhong B, et al. (2020) instruments and adjusting some questions concerning attitude and practice towards Covid-19 mitigation. Instruments to verify the current coverage of social protection services specified by locations will need to be developed to meet the context of the program.

OBJECTIVE OF CONSULTANCY

The Lead Researcher will a) refine the design of the Baseline Survey, b) develop instruments for data collection, c) coordinate and train field data collection team (i.e. MEL personnel, caseworkers, and/or caseworkers coordinators), d) conduct data and statistical analysis, and e) prepare baseline survey report.

DELIVERABLES

  1. Final baseline survey design and instruments.
  2. Training report, including training any materials used.
  3. Presentation deck of the findings summary of the baseline survey, and submission of cleaned data set.
  4. Final Draft of Baseline survey report in English.

ACTIVITIES

  1. Develop baseline survey design and data collection instruments.
  2. Lead the preparation and the virtual training for field data collection and supervision.
  3. Supervise and coordinate timely remote support for data collection.
  4. Process and analyze baseline survey data.
  5. Present the summary of findings to INVEST-DM LeaN On.
  6. Report writing.

REPORTING

The consultant will report to the Program Director of LeaN On and also work closely with LeaN On Monitoring & Information System Specialist, Field MEL officers, and Sr. MEL Officer of INVEST-DM.

REQUIRED EXPERIENCE & SKILLS

  • Have led at least 4-5 similar surveys over the last 7 years in Indonesia
  • Proven strong capabilities on quantitative research methodologies
  • Have led and/or supervised development of digital data collection tools
  • Ability and demonstrated comprehension to conduct virtual training for data collection team
  • Master statistical analysis tools and can coach working colleagues
  • Excellent report writing skills in English and Bahasa Indonesia
  • Familiarity with USAID funded program and surveys is an advantage
  • Having published work on similar survey is an advantage
