Consultant - Enhancing Inclusive Communication and Public Awareness for Pusdatinkom BNPB (Re-Advertise)

INVEST DM 2.0 (Investing in Human Capital for Disaster Management) program is a collaborative program between the United States Government (through USAID) and the Government of the Republic of Indonesia (through the National Disaster Management Agency, BNPB). INVEST DM 2.0 is designed as a continuation of the USAID/BHA Technical Assistance and Training Team (TATTs) program (2014-2019) and the first phase of the INVEST DM program (May 2019-Jan 2021). The program is focused on the national level, with many interventions expected to be absorbed by the regions. This program directly supports the National Disaster Management Agency (BNPB) in building the capacity of its human resources (bureaucratic reform and capacity building) and national disaster management (PB) capacity through education and training initiatives as well as system and strategy improvements. It is hoped that these initiatives will contribute to the strengthening of local PB institutions and people at key administrative levels who will be better prepared and able to fulfill their mandate to deliver effective and lifesaving PB services.

According to the needs assessment conducted by INVEST DM in 2020 and consultation meeting conducted on July 19th, 2021, there are four major concerns regarding providing support for BNPB Pusdatinkom (Center for Data Information and Communication), i.e.:

  1. Develop/increase public outreach for information dissemination, focusing on reaching vulnerable groups.
  2. Integrated information and communication technology governance;
  3. Develop a strategy for implementing the one data disaster information policy;
  4. InAWARE platform satisfaction survey.

Gender equity and disability inclusiveness were priority cross-sectoral initiatives of INVEST DM, and which INVEST DM 2.0 continues to build upon and expand by supporting BNPB to mainstream gender and disability inclusion with its workplace, policies and practice. 

Purpose / Project Description:

This activity aims to support BNPB Pusdatinkom with  technical assistance to; 1) prepare inclusive communication content and public awareness; and 2)  develop and/or strengthen inclusion policy and practice within the Center's suite of public outreach platforms.

Consultant Objectives:

Objectives of this consultancy are to a) review the tasks & functions of public communication at Pusdatinkom; b) review the procedures in developing communication content and public awareness with a special focus on gender equity, disability, and social inclusion; c) revise/develop procedures in developing communication content and public awareness to promote/advance gender mainstreaming and disability inclusion practice.

Consultant Activities:

Under this assignment, the selected Consultant, with INVEST DM 2.0 direction, shall perform the following activities:

  1. Develop methodology and workplan
  2. Desk review of a) tasks and functions of public communication at Pusdatinkom; b) procedures in developing communication content and public awareness with a special focus of gender mainstreaming and disability inclusion to unpack "how Pusdatinkom's division of public communication contributes to achieving BNPB's key performance indicators on public communication and outreach including public education and awareness. Review BNPB's internal business process for public communication services, and identify gender equity and inclusivity gaps on disaster management public communication policy and practice.
  3. Clarify the working units vision, ongoing practices, priorities, needs, gaps, and next steps to advance implementation of Pusdatinkom’s public communications and outreach strategy with a special focus on GEDIS 
  4. Revise and/or develop initial draft guidelines and procedures for developing inclusive communication and public awareness in normal and emergency situations, including on how to measure results or impacts from the implemented outreach.
  5. Presentation of the initial draft (by slide deck) on the procedures to INVEST DM 2.0 and BNPB Pusdatinkom for incorporation of feedback.
  6. Develop a final draft of procedures in developing inclusive communication and public awareness

Consultant Deliverables:

The Consultant shall deliver to INVEST DM 2.0 the following deliverables:

  1. Methodology and workplan
  2. Desk review of tasks & functions of public communication at Pusdatinkom with special focus on GEDSI
  3. Final draft of procedures to develop and mainstream gender and inclusive communication and public awareness
  4. Policy brief and its presentation to Pusdatinkom leadership for concurrence
  5. Activity completion report

Timeframe / Schedule: 

The period of the performance is for 25 days intermittent input from April until June 2022.

The Consultant will report to:

INVEST DM 2.0 Senior GESI Specialist.

The Consultant will work closely with:

INVEST DM 2.0 team and BNPB Pusdatinkom. Close supervision and support will be provided by INVEST DM 2.0. The selected Consultant is expected to engage in day-to-day communication with INVEST DM 2.0 and BNPB. The selected Consultant shall maintain an effective working relationship and consolidate the methodology to ensure that BNPB thoroughly understands the work.

INVEST DM 2.0 will facilitate communications throughout the contract period and shall actively participate in coordination, oversight, and implementation of this work. This may include adjustments in implementation as deemed necessary by INVEST DM 2.0.

Required Experience & Skills:

  • Advanced degree in social science or humanities.
  • Advanced knowledge of inclusive communication and public outreach.
  • Has a minimum of 10 years’ experience working on issues of public communication and awareness.
  • Demonstrated expertise, skills, and experience working within government institutions, such as ministries/state institutions/regional government.
  • Has prior working experience in developing communication content and public awareness.
  • Familiar with social media and management of media studio.
