Diutamakan berdomisili di Sumatera Utara
Mempunyai medical device distribution license / Surat Ijin Penyalur Alat Kesehatan (IPAK) dan Ijin Edar Alat Kesehatan Luar Negeri (AKL)

Dan mendaftarkan diri dengan mengirimkan surat minat yang di kirim melalui email ke procurement@id.mercycorps.org dengan menyertakan dokumen berupa SIUP & TDP Paling lambat tanggal 30 November 2021. Cluster Coordinator will ensure that at least 25,000 rice/corn/horticulture farmers (20% are women) in his/her cluster working areas receive crop protection, information on product knowledge and education, and accurate, timely and contextualized COVID-19 health messaging. S/he will lead the program plan, implementation, and monitoring in each district and collaborate with the district government agencies, farmer groups, farmer group unions, female farmer groups, Mercy Corps Indonesia COVID-19 COPE Program Partners, and Donor Business Partners.

Essential Job Function:

Program Management

Serve under the direction of POWER 2 Program Manager to implement program activities in the field, management of the grant and direct supervision of project activities to ensure the program will be reached 25,000 rice/corn/horticulture smallholder farmers and 2,500 female farmers/farmers’ wives (specific for West Java’s clusters) by 31 March 2021 (TBD with Donor).
Develop monthly workplan and target and provide monthly progress against the target and workplan;
Ensure the program will reach 5,000 female farmers and 2,500 female farmers/farmers’ wives (specific for West Java’s clusters);
Ensure the program will conduct Training of Trainers to 50 lead farmers in the participants’ communities on product knowledge of crop protection products. These lead farmers will become resource persons and assist farmers who will use the donor’ crop protection products for the first time;
Ensure the data needed for program monitoring, evaluation, learning and report are available
Ensure all MCI’s administration, logistical, human resources and financial procedures followed in relation to implementation of this grant.
Conduct regular site visits to MCI program sites to ensure proper delivery of services.
Provide collaboration supervision of local partners’ activities implementation as per the agreement.
Maintain close regular contact with the local government agencies, local partners and donor focal point to ensure quality outputs/services and trouble shoot any administrative problems.
Attend coordination meetings and maintain regular contact with relevant local actors.
Ensure program team members have understanding on program goal, outcome, outputs as well as their scope of work.
Ensure program team members have capacity and able to implement program activities.
Assist in monthly report writing on program progress, obstacles and recommendations.
Assist in donor report writing as requested; including gathering of information.
Assist supervisor and program management in filing and record keeping of project activities and data entry of program statistics as requested.
Assist with security monitoring to ensure MCI staff, assets and partners are able to work securely.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to work alongside Program Assistant for the best interest of the program of Mercy Corps and to not jeopardize its humanitarian mission.
Conduct himself/herself professionally so as to be a credit to Mercy Corps Indonesia operations.
Promote and adhere to the principles and objectives of Mercy Corps.
Must attend the workshops and seminars when asked.
Utilize and take care of all the Mercy Corps Indonesia assets and equipment according to the policies.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Qualifications:

University degree in Economic, Business, Social Studies, Agriculture or related fields;
Minimum 3 years’ experience working with NGOs in Emergency, Recovery and Livelihood Programs;
Experience work with the local government agencies in Emergency, Recovery and Livelihood Programs;
Experience work with District and Subdistrict Agriculture and Extension Agencies would be an advantage;
Experience in farmer mobilization and have knowledge on farmer groups, farmer group unions and female farmer groups;
Experience in deliver trainings for farmers;
Experience using digital data collection tools for monitoring the farmers’ participants;
Understanding of working together with local partners;
Experiences work with the private company or private foundation donor would be an advantage;
Proven experience managing diverse and disparate projects;
Experience in managing staff and understanding the need for regular support and follow-up to ensure that project objectives are being met;
Commitment to working with vulnerable groups in need regardless of race, religion or gender;
Good problem solving, and written and oral communication skills;
Good knowledge of MS Office software such as Excel, Word, and Access.
Able to write and understandable spoken English are preferred;
Driver’s license preferred.

Mercy Corps Indonesia will reach ~500,000 smallholder farmers (20% are women) and 1,000 farmer’s wives in 10 districts in three Provinces through distribution crop protection and contraception products, dissemination of information on product knowledge to support the proper use, time, and dosage of crop protection and contraception products, providing access to accurate, timely and contextualized COVID-19 health messaging.

General Position Summary

Under the leadership of the Program Coordinator, The Finance Operation Officer will base in program locations and responsible to administration and operation issues in program location offices.

Essential Job Function

Administration

Provide support in ensuring that Mercy Corps’ Program Management Minimum Standards based on the organization-wide guide are met;
Establish and maintain appropriate filing systems for program correspondence, including but not limited to donor emails, reports, work plans, contracts, revised budgets, etc;
Co-ordinate any other necessary administrative and office management details on behalf of the District Coordinator.

Operation

Responsible for all operational needs to support program crop protections and contraception products distribution, program education and spread health messaging for farmers/female farmers/farmers’ wives;
Responsible for all fleet management in program location office;
Handle Procurement process and prepare simple service contract & Full Contract (Direct – Small Purchases);

Adequate documentation of purchase transaction and procurement contracts for archival and audit purposes should be followed using the forms outlined in the Field Procurement Manual (FP3) and signed by the appropriate authorities;
Make sure that all delivered items from vendors are in accordance with printed Purchase Requisition;
Prepare goods received note and collect the authorized signature;
Prepare the required documentation of supplies and transactions are completed to YMCI standards;
Assist the program and office staff with procurement activities, as required;
The operation officer will conduct himself/herself both professionally and personally in such a manner as to bring credit to YMCI and to not jeopardize its humanitarian mission;
Develop and Maintain high quality of filling system both soft copy and hard copy for procurement related documentation;
Involve in tender process based on FP3 procedure and coordinate with Procurement Team in Jakarta;
Assist the operation manager to provide Master List for program location office every month.

Report Directly to: Program District Coordinator

Qualifications:

Bachelor Degree in Accounting, finance, administration or other relevant field;
Minimum 2 years’ experience working in finance and operation, especially for disaster management program;
Have experience in Procurement, supply chain management; logistic or related field;
Strong computer skills in MS Office programs, particularly Excel;
Accuracy in the processing of cash transactions, mathematical aptitude and attention to detail;
A demonstrated ability to multi-task and process information into action as to not delay program activities/;
A clear understanding of procurement ethics and donor compliance is essential;
Advanced oral and written local and English skills.

General Position Summary

Under the leadership of the Program Coordinator, The Monitoring, Evaluation, and Learning (MEL) Officer will base in the program location and responsible to support the development of program’s MEL system, including strategies and tools for measurement, data management protocol, and evidence-based learning and decision making. The MEL Officer will responsible to implement and improve program MEL in consultation with National MEL Coordinator. S/he will monitor program activities and indicator tracking in close collaboration with the other team members, collecting lessons learned as well as supporting the development of narrative progress and evaluative reports for the program.

Essentials Job Function

Collaborate closely with the MEL Officer of Recovery Program and consult National MEL Coordinator in developing and establishing Monitoring, Evaluation and Learning systems that serve the needs of the program, including:

Support the development and refinement of the MEL Plan including Result Framework, Logical Framework, Indicator Plan and Program Participants tracking plan. And implementation of the MEL Plan for program activities, outputs, and outcomes, including appropriate methodologies and data collection frequency.
- Develop data flow map and information management plan;
- Develop digital data collection tools, include data visualization system/dashboard;
- Support the collection, aggregation, storage, and analysis of indicator data for dissemination and use;
- Develop, maintain, and implement a data analysis plan for reflecting on outputs, outcomes, goal, and assumption indicators.
- Revisit and revise MEL Plan to ensure its relevancy over the life of the program.
- Establish and regular update of program Indicator tracking in TOLA
- Regular tracking of Program Participants’ Sex and Age Disaggregated Data (SADD)
Manage program data and files in accordance with the MCI standard filing structure in the Synology storage platform or MCI Data Center;
Develop and conduct MEL capacity building and training plans for program team and partners as needed, and serve as a resource for program staff, advising on activity design and evidence-based programming;
Lead and support in the program’s reporting requirements, including weekly, monthly, quarterly, and annual reports as well as evaluation design and implementation;
Represent Mercy Corps Indonesia (MCI) and the program, and build positive, fruitful relationships when engaging with the program’s stakeholders and beneficiaries, including farmer business groups, government officials, private sector actors, donor officials, media, etc. Conduct himself/herself both professionally and personally in such a manner as to bring credibility to MCI without jeopardizing its humanitarian/development mission.

Report Directly to: Program District Coordinator

Qualifications:

Bachelor Degree in Mathematics, Statistics, or other relevant field;

Minimum 2 years’ experience working in monitoring and evaluation, especially for agriculture and disaster management programs;
Familiar with research methodologies or have experience in project research;
Have experience conduct baseline-end line survey would be an advantage;
Have experience on writing MEL Report;
Proven experiences Working with the digital data collection tools;
Proven experiences on data analysist with proper software;
Cultural sensitive and able to work effectively with a wide range of people in community level;
Demonstrated, developed facilitation and engagement skills;
Knowledge on disaster response and recovery will be an advantage;
Computer literate; excellent skills in MS Office, especially MS Excel in particular and Internet navigation are required.

Objectives:

Smallholder farmers receive distribution of in-kind crop protection products during planting, growing and harvest stages;
Smallholder farmers have knowledge on the proper use of the donated crop protection products;
Prevent transmission and keep smallholder farmer communities safe through access to accurate, timely, and contextualized COVID-19 health messaging.
