General Position Summary

Under the leadership of the Regional Manager, the Program Officer (PO) will be responsible to support the implementation of the demand activation approaches aims at improving sales of WASH products and services in the community and the program’s Monitoring, Evaluation, and Learning (MEL), including data collection and data management protocol, as well as evidence-based learning. The Program Officer will implement the activities related to demand activation and MEL in consultation with the WASH SBC Lead and MERL Manager in the National Office. The PO will report to the Regional Manager and will be based in Province Office (Kota Probolinggo or Kota Parepare).

Essential Job Responsibilities

Work closely with the WASH SBC Lead, MERL Manager, and Provincial Team Members to ensure demand activation, MEL, and CARM activities are implemented in the project areas.
Collaborate with the program team members (Business Development Officer/BDO, Market System Development Specialist/MSDS) in the Provincial Office to engage stakeholders (WASH entrepreneurs, private sectors, market actors, etc) and facilitate the implementation of related capacity building activities such as training, workshop, mentoring, etc).
Lead the implementation of demand activation activities in each project location in close coordination with field facilitators.
Monitor program activities and program achievements, including indicator tracking based on the project’s KPI at provincial level.
Responsible to provide proper data and supporting documents to the National Office.
Conduct data collection and survey, including collecting success stories, lessons learned or feedback from program participants and support the development of narrative progress reports.
Support the activation of program CARM, including socialize CARM channels to program participants, maintain and monitor program CARM channels under coordination with the IUWASH Pasar CARM focal point in the National Office.
Maintain all the program filing and documentation (hard and soft copies) related stakeholders and program participants database, attendance list, minutes of meeting, reports, photos documentation, success stories and CARM.
Contribute to activity, monthly, quarterly or annual reports, as required.
Work with wash enterprises and monitor sales of WASH products and services.

Knowledge and Experience

A minimum of 5 years of MEL professional experience in the non-governmental organizations, national or international donor projects. Experience in the WASH behavior change is preferred.
Barchelor’s Degree in the field of public policy, economics, environmental engineering, or social science discipline, etc.
Have experience in facilitating capacity building activities (training, workshop, etc) or engaging stakeholders
Sound knowledge of the MEL system and tools, including the use of results frameworks/logframe, indicators, data toolkit, software, or adaptive programming
Familiar with research methodologies or have experience in project research
Have experience in conducting surveys
Have experience in writing MEL Report
Computer literate: excellent skills in MS Office, especially MS Excel. Excellent skills in the use of MEL software will be advantage
Cultural sensitivity and being able to work effectively with a wide range of people at the community level

Success Factors

Living Conditions / Environmental Conditions

The position will be based in Kota Probolinggo or Kota Parepare. Some travel to the field may be required. General Position Summary

Under the direction of the Deputy Chief of Party, the Regional Coordinator will be responsible for the IUWASH PASAR’s program implementation at their respective provinces as per workplan. She/he will ensure programmatic and administrative process work in accordance with MCI’s guidelines, procedures, and regulations. She/he will lead the provincial and district teams to achieve targets as per workplans, strengthen coordination with Local Governments and other relevant partners, and engage with private sectors both at provincial and district level.

Essential Job Responsibilities

TECHNICAL

Represent IUWASH PASAR in the designated region and liaise with the government counterparts,
Maintain strong relationships and engagements with local governments, private sectors, relevant partners and other development programs,
Ensure strong ownership and buy-in of the program activities from all relevant stakeholders including the private sectors,
Map, identify, and engage with the existing WASH enterprises or new enterprises to ensure that the all the project district have access to WASH product and services.
With guidance from the National Team and support of the regional teams ensure increased capacity of the WASH enterprises in WASH product marketing and sales that results in to increased WASH products sales by the enterprises. Where the WASH products broadly are toilet, septic tank, septic tank cleaning, household water filters etc.
Manage, motivate and build the respective regional team (s), undertake performance reviews, and mentor and develop teams,
Contribute and participate in the process of developing IUWASH PASAR work planning, and ensure it is implemented as planned in the designated regions,
Coordinate with the technical teams (Objective 1, 2 and 3) in Jakarta office to ensure that the regional team (s) receive enough technical supports when developing and implementing IUWASH PASAR activities,
Be accountable and responsible for M&E oversight and reporting of the IUWASH PASAR program implementation,
Support the assessment of IUWASH PASAR activities and develop and implement appropriate monitoring system,

MANAGEMENT

Manage and supervise regional team members consisting of 2 technical staff, 1 Program Officer (MEL), and 1 Program Assistant, and 3 district facilitators,
Ensure administrative process work in accordance with MCI’s guidelines, procedures and regulations, provide routine reports in timely manner at the regional levels,
Provide support and oversee the implementation of MCI Fraud Risk Assessment and Zero Tolerance Fraud Control Strategy in the designated regions,
Work with the regional teams and ensure CARM is applied in all IUWASH PASAR activities,
Be accountable and responsible for managing budget activities and operations at the regional office,

Knowledge and Experience

A minimum of 10 years previous technical, managerial and operational experience on development programs in Indonesia;
Minimum tertiary (graduate) qualification in the field of public policy, economics, environmental engineering, or social science discipline, etc.;
Minimum 7 years of hands on experience of program implementation in the districts, preferably in urban areas.
Have experience of coordination with local governments advocating for basic services improvement policies, preferably on WASH sector;
Should have familiarity with working with micro or small business owners, such as septic tank manufacturers, masons, plumbers, toilet constructors, drinking water kiosk operators, septic tank cleaning service providers, household filter suppliers, etc., or equivalent types of businesses.
Strong leadership, management, negotiation, networking and team building skills;

General Position Summary

Under the direction of WASH Business Enabling Environment Lead and in coordination with Chief of Party, the National Program Secretariat Liaison (NPSL) will assist with delivering the day-to-day activities of UWASSH Portfolio Secretariat especially related to IUWASH Pasar at Bappenas. The NPSL will be responsible for general USAID IUWASH Pasar Activity level administrative arrangements to plan, prepare and support the implementation of the USAID IUWASH Pasar Activity governance agenda and meetings; such as (i) follow up actions of the committees; (ii) support the preparation and documentation of Annual Work Plan (AWP), Berita Acara Serah Terima (BAST), VAT exemption, personnel working permits; and (iii) perform administration and documentation relevant to the secretariat functions in the implementation of the GIA especially for USAID IUWASH Pasar Activity.

Essential Job Responsibilities

PROGRAM MANAGEMENT

Support the preparation and documentation of AWP, BAST, VAT exemption, and program(s) personnel work permits (long-term foreign nationals assigned to IUWASH Pasar);
Support all administrative and financial aspects and report preparation pertaining to IUWASH Pasar such as the events and activities at the GIA level. This shall follow Mercy Corps Indonesia (MCI) Procurement guidelines and facilitate Bappenas internal needs.
Support the Secretariat in the GIA implementation, especially related to IUWASH Pasar, such as to prepare and facilitate GIA governance meetings (including Steering, Managing and Technical Committees), all administrative management as required and to facilitate program coordination, and other functions of the Committees' under the GIA;
Act as the main liaison from IUWASH Pasar to communicate and engage with Bappenas and key national GOI stakeholders, including relevant ministries, agencies, and task forces. One of the key functions will be to ensure that IUWASH Pasar strategies, activities and initiatives are well socialized within Bappenas and GOI relevant ministries. This liaison and coordination function will also include ensuring that appropriate links are created between IUWASH Pasar and relevant GOI ministries.
Support program-level administration and documentation assigned and relevant to support the operations of the Secretariat to implement the GIA, especially related to IUWASH Pasar; Assist IUWASH Pasar under the GIA in the collection, sorting and inputting of all past and planned activity costs required by USAID and for generating BAST reporting;
Maintain all other GIA Secretariat related to IUWASH Pasar filing and documentation, including reports, minutes and notes of meetings, maps, photo documentation/ management, and media monitoring files;
Prepare a Secretariat monthly activity report related to IUWASH Pasar to be submitted by the end of each month to Bappenas and IUWASH Pasar;

TEAM MANAGEMENT

Participate/facilitate in project team/consortium coordination meeting.
Provide technical support for regional teams, and other program stakeholders on GOI and Secretariat engagement.

INFLUENCE & REPRESENTATION

Proactively inform stakeholders about Mercy Corps Indonesia programming and build professional and credible relations with community and government stakeholders.

Knowledge and Experience

Minimum bachelor’s degree in the field of law (international law, state law/constitutional law, administrative law), international relations, state/public administration, political science, communication, or related fields.
A mid-level career position with minimum 4 years of experience is required. Government relations, administrative or secretariat support experience is a must. Working experience with GOI is an advantage.
Proven ability in arranging agendas for multi-stakeholder technical meetings, workshops, working groups and task forces.
Advanced report writing skills and proficiency languages (both Spoken and Written): in Bahasa Indonesia and English.

Program Summary

Indonesia has made considerable progress in the water supply and sanitation sector over the past twenty years. As part of its “Vision 2045,” Indonesia seeks to enhance water security and achieve SDG targets related to access to safe water and sanitation for all, with the following interim mid-term development targets by 2024: 100 percent access to improved water supply system, including 15 percent access to safely managed drinking water supply services; 10 million new water connections; 90 percent access to improved sanitation services, including 15 percent access to safely managed sanitation; 100 percent open defecation free; 20 percent solid waste reduced at source, and 80 percent solid waste handled.

Given the need for massive investment in WASH infrastructure and broad changes in individual and collective behaviors to achieve the countries targets by 2024, the involvement of communities, households, and the private sector will be pivotal at every stage at every stage. Closing the financing gap will require diverse resource investments, reducing costs, increasing tariffs, taxes, and transfers, and exploring alternative financing tools. Market-based solutions that can connect unserved and underserved populations to WASH products and services may help close this financing gap.

Mercy Corps Indonesia has worked for over 20 years and is preparing for the implementation of USAID/Indonesia funded IUWASH Pasar Program. The overall goal of IUWASH Pasar is to catalyze and grow local markets for water, sanitation, and hygiene (WASH) products and services in Indonesia's vulnerable urban areas. Target urban areas are to be determined but will be located at least in 2 (two) USAID high priority provinces. To achieve the overall goal, the Project will focus on the following three main objectives:

Improve the business environment to foster greater private sector contribution for WASH services and products
Enhance viability of WASH businesses and increase availability of affordable, desirable WASH products and services to underserved market segments.
Improved key WASH behaviors for increased demand with correct and consistent use of WASH products and services.

General Position Summary

PSI seeks two WASH Market Systems Development Specialists to support the implementation of Objective 2 at the regional level. General Position Summary

PSI seeks two Business Development Officers to support the implementation of Objective 2 at district & city level. They will identify opportunities for business growth and create marketing strategies for IUWASH Pasar private sector partners, based on those opportunities to meet and exceed revenue goals. She/he duties include building and maintaining strong relationships with new and existing customers and suppliers and providing coaching and mentorship to WASH businesses.

Essential Job Responsibilities

Key responsibilities include:

Identify and assess opportunities for business growth within the WASH sector, with a focus on IUWASH Pasar private sector partners.
Conduct market research to understand customer needs, market trends, and competitors.
Develop comprehensive marketing strategies that align with business growth opportunities and revenue goals.
Collaborate with private sector partners to implement marketing plans effectively.
Establish and maintain strong relationships with new and existing customers, suppliers, and key stakeholders.
Cultivate partnerships that enhance business opportunities and market reach.
Work closely with private sector partners to achieve and exceed revenue targets set in collaboration with IUWASH Pasar.
Implement innovative strategies to increase sales and market share.
Provide coaching and mentorship to WASH businesses to enhance their marketing and sales capabilities.
Offer guidance on best practices and strategies for sustainable business growth.
Track the performance of marketing initiatives and provide regular reports on key performance indicators.
Make data-driven recommendations for adjustments and improvements.

Knowledge and Experience

Bachelor's Degree in management, business administration, marketing, or related field;
At least four years experience in a position with similar responsibilities in helping businesses become more viable
Goal focused with experience in the development, implementation, and execution of plans to grow small and medium-sized businesses;
Understanding of Indonesian WASH sector desirable;
Strong negotiation skills with a demonstrated track record of working with businesses and entrepreneurs;
Sales and marketing experience highly desirable;
Creative thinker to see new routes to market and unique ways to develop existing opportunities;
Knowledge and understanding of USAID relevant policies, goals, and strategies;
Citizen of Indonesia;
Advanced report writing skills and proficiency languages (both Spoken and Written): in Bahasa Indonesia is required and in English is highly desirable.

General Position Summary

USAID IUWASH Pasar will achieve its goal over five years through an integrated strategy that affects change within the GOI’s market-enabling environment, among WASH enterprises and within households and communities through three topline objectives: Objective 1: Improved business environment to foster greater private sector contribution for WASH services and products; Objective 2: Enhanced viability of WASH enterprises and increased availability of affordable, desirable WASH products and services to underserved market segments; and Objective 3: Improved key WASH behaviors for increased demand with correct and consistent use of WASH products and services.

PSI seeks an energetic WASH Product Technology Specialist to coordinate product technology and R&D activities and support engineering at national level. It will test, pilot, and refine innovations that can connect B40 households to market-based WASH. The specialist should have experience in commercial product design, manufacturing, and distribution.

Essential Job Responsibilities

The WASH Product Technology Specialist will drive design, manufacturing, and commercialization efforts and facilitate investments to bring transformative products and services to the water, sanitation, and hygiene sector. They will be responsible for supporting the research and development process for creating new prototypes; or redesigning existing products to improve overall transportability, simplify installation, and improve efficiency, desirability, and profitability for service providers. The WASH Product Technology Specialist has deep experience developing and researching consumer products, especially durable products, preferably in the manufacturing and construction sector. In addition, the specialist has a passion for partnership development, knowledge sharing, capacity building, and a positive and action-oriented attitude.

Key responsibilities include:

Lead the design, development, and commercialization efforts for transformative products and services within the water, sanitation, and MHM (Menstrual Hygiene Management) markets
Drive the creation of new prototypes or redesign existing products to enhance transportability, installation, efficiency, desirability, and profitability for service providers.
Collaborate with cross-functional teams, including engineers and designers, to guide and oversee all phases of the design process.
Ensure alignment with project timelines, budgets, and quality standards
Stay informed about market trends, emerging technologies, and consumer preferences in the WASH sector.
Conduct thorough market research and analysis to identify opportunities for innovation and product improvement.
Utilize market insights to inform product development strategies.
Apply deep expertise in developing and researching consumer products, particularly durable products, with a strong preference for experience in the manufacturing and construction sector.
Utilize technical knowledge to identify areas for product enhancement and optimization
Prepare comprehensive design briefs outlining project objectives, requirements, and constraints.
Clearly communicate design expectations and specifications to the product development team.
Develop and provide training and capacity building to artisans and manufacturers.
Collaborate with relevant stakeholders to secure necessary investments and funding for product development initiatives.
Prepare compelling investment proposals and business cases to support project funding.
Cultivate and nurture partnerships with industry stakeholders, research institutions, and organizations.
Seek collaborative opportunities to advance research and development initiatives.
Foster a culture of knowledge sharing and continuous learning within the product development team.
Provide mentorship and support to team members, facilitating their growth and development.
Undertake any other duties and responsibilities that may be assigned by the supervisor

Knowledge and Experience

Bachelor's or higher degree in a relevant field, such as engineering, product design, or a related discipline.
At least five years experience in developing and researching consumer products, especially durable products, with a preference for experience in the manufacturing and construction sector.
Strong project management skills with a track record of delivering projects on time and within budget with at least three years of project management experience preferred;

General Position Summary

Under the direction of WASH Business Enabling Environment Lead, the Governance and Advocacy Specialist will be responsible for ensuring strong governance practices and advocating strategies to improve WASH market business environment to foster greater private sector contribution for WASH services and products including enhancing WASH business access to finance and WASH market regulatory frameworks. She/he will provide her/his technical expertise to increase participation and ownership of all stakeholders through strengthening collaboration with GoI agencies such as Bappenas, Ministry of Health, Ministry of Public Works and Housing and Ministry of Home Affairs, etc., maintaining strong coordination with Local Governments’ partners, and building and strengthening engagement with private sectors including business entities and financial institutions. In addition, she/he will also be leading the process of developing and implementing a National Framework supporting the provision of market-based WASH products and services at both national and local level.

The position will be based in Jakarta. Travel is required with up to 20% of her/his time expected to be spent at subnational level.

Essential Job Responsibilities

In consultation with WASH BEE Lead, collaborate with USAID IUWASH PASAR’s technical team (Bappenas, MOHA, MoH and MPWH) and Local Governments to ensure their strong commitment to improve WASH market business environment to foster greater private sector contribution for WASH services and products,
Coordinate with GoI/LGs, Private sectors, Universities, and civil society representatives to increase their participation in setting priorities for GoI/LGs and private sectors’ engagement in the provision of market-based WASH products and services,
Build and strengthen effective engagement between GoI/LGs and private sectors on WASH market governance,
Work closely with USAID IUWASH PASAR’s technical team, Local Governments, Private Sectors, USAID IUWASH TANGGUH and UNICEF to develop and finalize a draft of National Framework supporting the provision of market-based WASH products and services,
Develop standardized monitoring framework that provide necessary data to support the market system development, monitoring and assessment,
Work closely with public and private institutions/organizations to develop financial inclusion strategies including financial products and services that meet the need of enterprises and households.
Work closely with other technical teams (Objective 2 and 3) and regional teams to ensure their inputs and concerns accommodated in the process of planning and implementing governance and advocacy strategies to improve WASH market business environment to foster greater private sector contribution for WASH services and products,
Participate and provide inputs to all processes of program planning and implementation aiming at high quality and evidence-based program implementation as well as to all research, and studies including baseline, midterm, and end line,
Actively participate in a cross-substantive area technical dialogue and coordination mechanisms to ensure effective collaboration across related functions in USAID IUWASH PASAR, MCI and other collaboration within and across the team,
Contribute actively to capturing lessons, good documentation, and high-quality reports.

Knowledge and Experience

At least 7 years’ experience working across the fields of business ecosystem development and improvement, especially for micro and small enterprises. Experience with water, sanitation and hygiene (WASH) enterprises is preferred,
A master’s degree in a relevant academic area such as public policy, economics, environmental engineering, or social science discipline is preferred,
Excellent knowledge of private sector engagement, market system development (MSD)/market for the poor (M4P) and MSE financing,
Proven ability in arranging agendas for multi-stakeholders’ technical meetings, workshops, working groups and taskforces,
Proven experiences in collaboratively working with market system actors, including private sector and government institutions,
Familiarity with the principles and/or practices of inclusivity issues (such as gender and disability) and how this applies to business ecosystem improvements,
Effective time management including priority setting and responding to program needs,
Experience in collaboratively working with development agencies, universities, donors and government departments is a strong advantage,
Advanced report writing skills and proficiency languages (both Spoken and Written): in Bahasa Indonesia is required and in English is highly desirable,
Sound communication, presentation, organizational skills,
Strong familiarity with MS Word, Excel, PowerPoint is required.

General Position Summary

The Senior Operation Officer (SOO) position will be based in Jakarta and work closely with the Yayasan Mercy Corps Indonesia (YMCI) Compliance, Finance, Procurement, and Operation Teams. The OO will be responsible for general program and administrative arrangements, with a focus on the Grants Management area, finance procedure and report, and other administrative tasks. The position will be based in Jakarta. Some travel to the field may be required.

Financial and Grants processes

Monitor Expenditure to ensure that all expenses are controlled, appropriately authorized and in line with budgets and USAID regulations.
Review financial report of grantees and process the grants payment.
Assist in preparation of cashflow forecasts.
Assist in preparation and co-ordination of annual financial planning and budget process.
Provide regular reports to Grants & Operations Manager

Operation processes

Support the program team in the processing of procurement needs, such as purchase request, review contract, direct purchases and financial completion reports for all IUWASH Pasar events and activities, according to Mercy Corps Indonesia (MCI) Procurement guidelines.
Work closely with YMCI Finance Department on the planning and processing of VAT Exemption requests for IUWASH Pasar as stipulated in the USAID Missions circular on the purchase of goods, services and works.
Assist Grants and Operations Manager and coordinate with YMCI Finance and Compliance, and work collaboratively with other team members in the collection, sorting and inputting of IUWASH past and planned activity costs required by USAID and for generating Bappenas BAST reporting.

Knowledge and Experience

Entry level position with 5 years of experience is required. Financial and Grants experience is a must.
The candidate must have good communication skill, document/ report writing, adequate understanding and skills of English speaking and writing, as well as Bahasa Indonesia and finance background.
Proficiency in Microsoft Word, Excel and other computer programs is a must.
Effective time management and organization skills including priority setting and responding to program needs.
Effective interpersonal communication skills including Problem-solving skills, being proactive and taking initiative.
Having willingness to learn and strengthen his/her capacity with open-minded and creativity.

Program Summary

Mercy Corps Indonesia has worked for over 20 years and is implementing the IUWASH Pasar Program funded by USAID/Indonesia.
