Program Assistant - COPE Bayer

Program/ Department Summary

In Indonesia, district and city governments have begun to apply the large-scale social restrictions (PSBB) encouraging people to stay home. This has affected agricultural activity and business, including smallholder farmers. There are at least two main challenges currently faced by smallholder farmers in doing their farm practices in this situation: (1) Difficulties to sell their crops/farm products since the collectors/traders have reduced their purchasing capacity or because of limited open hours in local markets. Therefore, farmers’ income has been reduced significantly and they have insufficient working capital for production costs in the next season, including for agricultural inputs. (2) The supply chain for agricultural inputs is disrupted and limited, causing farmers to have difficulties to get agriculture input products at the right time when they need to improve their yields.

Mercy Corps Indonesia will reach ~500,000 smallholder farmers (20% are women) in 10 districts in three provinces through distribution of Bayer’s crop protection products, dissemination of information on product knowledge to support the proper use, time, and dosage of crop protection products, and providing access to accurate, timely and contextualized COVID-19 health messaging.

General Position Summary

The Program Assistant will report to the Program Manager but will also be closely supporting the work of COPE Bayer MEL Team in Jakarta and supporting the activities of the program team based in 44 districts in 15 provinces led by the District Coordinators. The Program Assistant will carry out administrative, finance and procurement tasks, as well as, translating and documenting letters, training modules, field reports, meeting minutes, beneficiaries counting and filing.

Essential Job Responsibilities

  • Recognize opportunities for innovative action and suggest an environment where alternative viewpoints are encouraged.
  • Follow direction by prioritizing and organizing related actions and resources to achieve objectives and contribute to program implementation.
  • Develop and organize activities to secure resources for the program and build relationship with internal departments to provide support.
  • Support the program team in handling and following up the procurement needs, in accordance with the Field Procurement Policies and Procedures (FP3).
  • Support the District Coordinators in organizing all logistics for program-related meetings, trainings, and or mentoring. This is includes managing consultants’ contract, financial documents needed and other activities based on the activities’ plan.
  • Support the Program Manager to prepare reports as required by the funder.
  • On an as-needed basis, translate training materials/ modules and documents or provide oral translations from Bahasa Indonesia to English and vice versa for the program team and visitors.
  • Assist field staff, guests and consultants in all administrative matters such as vehicle use, accommodations, and others, in coordination with the Operations Team.
  • Assist in any other task or duty as assigned.
  • Ensure compliance with donor and Mercy Corps regulations related to program budget.
  • Draft and/or review scope of work to hire and manage any technical consultants (trainers) or field assistant, including review for technical efficacy and contract budget.

Knowledge and Experience

  • University degree, preferable in social sciences, economics, rural development.
  • 1+ years experience working in development programs with emphasis on economic development in rural setting (experience in training and mentoring programs for entrepreneurs or financial literacy would be an advantage).
  • Experience in administrative/ secretarial tasks is a plus.
  • Strong communication and organizational skills.
  • Computers skills with strong familiarity with Microsoft Word, Excel, and PowerPoint.
  • Excellent verbal and written communication skills. 
  • Very good understanding in English and Bahasa Indonesia verbal and written communication skills.
