MONITORING EVALUATION, RESEARCH AND LEARNING OFFICER (MERL OFFICER) – MICROMENTOR INDONESIA
General Position Summary
Under the leadership of the Program Coordinator, The Monitoring, Evaluation, Research, and Learning (MERL) Officer will be responsible for supporting the development of the program’s MEL system, including strategies and tools for measurement, data management protocol, and evidence-based learning and decision making. S/he will be supporting the development of programs and providing and managing data from partners, including MCI’s entrepreneurship programs which collaborate with MicroMentor Indonesia as scale partners and partners. The current scale partners are two governments and one private sector. The current programs in MCI that MicroMentor Indonesia has created a partnership with are SMILE, BENTANI, SEED for WOMEN, CAMELIA, and SERUNI, which need support in this position.
Essential Job Responsibilities
MERL Officer will be responsible to implement and improve program MERL in consultation with MCI’s National MEL Coordinator and MicroMentor Global MEL team. S/he will lead the measurement of MicroMentor Indonesia user engagement on several features including business mentoring, digital training contents, and cybersecurity toolkits, and collecting lesson learned for the team to manage the targets and ideal ecosystem. S/he will also monitor program activities and indicator tracking to achieve the program goals in close collaboration with the other team members as well as supporting the development of narrative progress and evaluate report for the program. S/he alsowork closely with in with the MicroMentor global MEL team, and consult National MEL Coordinator in developing and establishing Monitoring, Evaluation, Research, and Leaning Systems that serve the needs of the program, including:
- Absorb the current MERL system and work closely with M&E officer of MicroMentor Global and Global Cyber Alliance team to adapt it to Indonesia context.
- Translate, adapt, and pilot current monitoring and evaluation tools as well as adapt (and design) the corresponding data collection procedures.
- Support the development and refinement of the MicroMentor Indonesia MEL Plan including Result Framework, Logical Framework, Indicator Plan and Program Participants tracking plan. In addition, implementation of the MEL Plan for program activities, outputs, and outcomes, including appropriate methodologies and data collection frequency.

- Develop data flow map and information management plan.
- Develop digital data collection tools, include data visualization based on program success metrics.
- Support the collection, aggregation, storage, and analysis of indicator data for dissemination and use.
- Develop, maintain, and implement a data analysis plan for reflecting on outputs, outcomes, goal, and assumption indicators.
- Revisit and revise MERL Plan to ensure its relevancy over the life of the program.
- Establish and regular update of program Indicator tracking in TOLA
- Regular tracking of Program Participants’ Sex and Age Disaggregated Data (SADD)
- Develop and tracking of Community Accountability Reporting Mechanism (CARM)

- Manage program data and files in accordance with the MCI standard filing structure in the Synology storage platform or MCI Data Center.
- Develop and conduct MERL capacity building and training plans for program team and partners as needed, and serve as a resource for program staff, advising on activity design and evidence-based programming.
- Lead and support in the program’s reporting requirements, including weekly, monthly, quarterly, and annual reports as well as evaluation design and implementation.
- Create and conduct community engagement model based on lesson learned and vice versa.
- Represent Mercy Corps Indonesia (MCI) and the program, and build positive, fruitful relationships when engaging with the program’s stakeholders and beneficiaries, including entrepreneurs/MSMEs and mid-career professionals as MicroMentor Indonesia users, government officials, private sector actors, donor officials, media, etc. Conduct himself/herself both professionally and personally in such a manner as to bring credibility to MCI without jeopardizing its humanitarian/development mission.
- Support on reporting the initiative outcomes to stakeholders such as donors, partners and beneficiaries, among others.
Accountability:
Reports directly to: Program Coordinator
Works directly with Operations, HR, Finance, National IT Support, and other teams.
Knowledge and Experience
- 3 years of experience in MERL position.
- Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools
- Extensive knowledge in program evaluation designs
- Broad experience in the design and implementation of capacity building activities in MERL
- Advanced skills in data analysis presentation and report writing
- Facility with web and information technologies, including social media tools and web-based tools such as Salesforce.com, Vertical Response, Microsoft Office suite, and others
- Mastering big data analytics would be an advantage
- Ability to work with individuals from diverse cultural and socio-economic backgrounds
- English and Bahasa Indonesia fluency. Strong written and verbal communication skills in both English and Bahasa Indonesia
