Consultan - Review and Update Curriculum and Modules for BNPB’s Civil Servants Training

Background:

The Investing in Human Capital for Disaster Management (INVEST DM) 2.0 program in Indonesia commenced on May 17, 2021. INVEST DM 2.0 builds upon the achievements of the USAID/BHA Technical Assistance and training teams (TATTs) program (2014-2019) and the first phase of the INVEST DM program (May 2019-Jan 2021). Program assistance is focused on the national level, with many of the interventions expected to flow down for sub-national uptake. It directly supports the Government of Indonesia (GOI) National Disaster Management Agency (BNPB) in building the capability of its workforce (bureaucratic reforms and capacity building) and national DM capacity through education and training initiatives and improved systems and strategies. These will contribute to strengthened sub-national DRM institutions and people at key administrative levels who will be better equipped to fulfill their mandate to deliver effective DRM services and save lives.

In supporting the implementation of output 1.1 on strengthening the capacity of BNPB’s Pusdiklat PB, the INVEST DM 2.0 aims to conduct training and capacity development programs to enhance the skill and competency of all BNPB staff. This program will be conducted according to the Government Regulation on civil servant management law, which requires all the civil servants to involve in capacity enhancement at least 20 hours a year. Also, the program is administered in supporting the BNPBs bureaucracy reforms.

Purpose / Project Description:

The purpose and objective of this program are to provide training and capacity development for civil servants of BNPB by targeting 683 participants and will be conducted in 11 months from October 2021 to November 2022. This activity is related to outcome 1 of INVEST DM 2.0 – the organizational capacity of Pusdiklat is strengthened and its service delivery accelerated by developing and implementing appropriate Disaster Management (DM) certified in-service training and pre-service education pathways for the workforce across BNPB.

In outcome 1 of INVEST DM 2.0, the program will conduct activities based on output 1.1 on Pusdiklat PB's capacity to implement online training. The program will continue to strengthen the capacity of Pusdiklat PB to operationalize their online training delivery mechanisms as well as provide a training program for the BNPB staff (ASN) with aims to strengthen their knowledge and understanding of the DM topics as required by the government regulation PP No. 17/2020 on the amended to PP No. 11/2017 on ASN management to enhance their skills and competency. However, in implementing the training programs for BNPB staff, the INVEST DM requires an expert as a consultant to assist in the following activities:

  1. review and improve the DM training curriculum and modules
  2. coordinate with the Head of Program and Evaluation, Head of Education and Training, Widyaiswara, and technical unit of Pusdiklat PB
  3. provide technical inputs and coach Widyaiswara of Pusdiklat PB in training preparation and delivery of the training modules

This assignment is part of the training preparation in developing and adjusting the existing curriculum of Basic Disaster Management according to the needs and requirements of the training programs which will be delivered by the Widyaiswara/trainers in Pusdiklat PB.

Consultant Objectives:

The overall objective of the consultancy assignment is to conduct a thorough review and enhancement of the training module and curriculum of Pusdiklat PB and develop required training materials that will be delivered by Widyaiswara in facilitating DRM training for BNPB staff consisted of the following modules:

Module 5: Rehabilitation and Reconstruction
Module 6: Logistics & Equipment Management
Module 7: Data & Information Management
Module 8: Gender and inclusion in DM
Module 9: BNPB organizational culture

Each of the modules must be customized to different audiences (classes) as follow:

Class A: staff and functional position equivalent
Class B: Staff echelon IV and functional position equivalent
Class C: Staff echelon II and III and  functional position equivalent

The Consultant will assist Pusdiklat PB and INVEST DM team in developing module 5,6,7, 8, & 9  of civil-servant training modules for class A, B, and C with all the powerpoints, and examination tools needed. 

Consultant Activities:

The Consultant shall conduct the following activities these include, 

  • Actively involved in consultative discussions with Pusdiklat PB, Widyaiswara, and INVEST DM to ensure the quality and the modules are line with LAN and Pusdiklat PB’s standards.
  • Incorporate the feedback from BNPB counterparts and INVEST DM into the training modules
  • Develop examination tools (ie. pre-tests and post-tests questionnaires)
  • Develop the training materials / PowerPoint presentations
  • Supporting and guidance of the Widyaiswara in delivery of training modules

Consultant Deliverables:

The Consultant will produce the following major outputs, these include,

  • Updated versions of the curriculum and modules 5,6,7,8, & 9
  • Examination tools (such as pre-test and post-test including the exam) for the participants from each module.
  • PowerPoint presentations which will be used by the trainer for each module

Timeframe / Schedule: 

The consultancy will start on 12 October to 31 October 2022 with a maximum LOE 20 days 

The Consultant will report to:

Senior Vocational Education and In-Service Training Specialist for INVEST DM 2.0

The Consultant will work closely with:

Pusdiklat PB, BNPB’s HR Bureau, DCOP INVEST DM 2.0, Workforce Planning & Development Advisor for INVEST DM 2.0, Vocational Education and In-Service Training Coordinator.

Required Experience & Skills:

The selection criteria to assess the technical capacity of the consultants includes the following;

  • Master’s degree in education, social science, curriculum development, and other related disciplines.
  • At least 5-10 years of relevant experience in leading the development of curriculum, module and training materials
  • Extensive knowledge of education theories and practices, teaching and learning methods, training preparation and evaluation.
  • Experience with online and blended course design, ability to support the design of engaging the training modules to enhance participant learning
  • Self-starter with a proven track record of delivering high-quality curriculum and training deliverables on time
  • Strong knowledge about DRM training courses is highly desirable 
  • Knowledge of the Pusdiklat PB and LAN training standards,
  • understanding of gender equality and social inclusion concepts and approaches is highly advantageous.
  • Demonstrated ability to lead consensus-building during collaborative processes to achieve a final product related to teaching and learning materials.
  • Strong interpersonal skills and ability to work with diverse stakeholders from government, ministry, and NGOs.
  • Experience working with the government agencies such as ministries and BNPB in curriculum review and enhancement is preferred.
  • Strong (written and oral) comments of English and Bahasa Indonesia including report writing and editing.
